Title: HEALTH AND NUTRITION TECHNICAL SPECIALIST

South Sudan is the newest country in the world, its legacy of thirty years of war has yet to be even partly addressed as its new government struggles to both mature and reach out to its people. Infrastructure across the country remains virtually none-existent; with 80% of the country – including State capitals – only accessible for half of the year (the rainy season) by small aircraft. The agencies still provide some 75% of the basic services of the South Sudanese population. Parts of the country are still insecure – tribal militias, rebel militia groups and direct conflict with the North of Sudan all take their regular toll on the civilian population.

Role Purpose:

The Health and Nutrition Technical Specialist takes overall responsibility for the strategic direction and coordination of Save the Children’s work on health and nutrition in the South Sudan Country Office including ensuring programming attracts significant donor funding and contributes to Save the Children’s strategic objectives, national/global learning and advocacy. As a senior member of the programme development and quality (PDQ) team, the H&N TS is responsible for leading and overseeing the development and delivery of high quality, innovative, cost effective programmes in Health and Nutrition both in emergency as well as long-term development, resulting in immediate and lasting change for children. The H&N TS is expected to provide technical advice and support to project staff to ensure programming objectives are successfully achieved. They are also responsible for initiating and taking technical leadership in H&N focused studies, documentation and dissemination of innovation and good practices; leading on policy research and advocacy on H&N through networking and collaboration with relevant civil society organisations and other institutions, and; playing a leading role in establishing, maintaining and expanding donor relations for the sector.

Contract Duration: 1 Year

Location: Juba with frequent travel to field locations

Qualifications and Experience

A medical professional with a Master’s Degree in public health, health or equivalent and relevant field.
Significant professional experience, at least 5 years, of working at a senior Specialist and managerial level in Health and/or nutrition for international NGOs, government or the private sector preferably in South Sudan and Africa context.
Knowledge of current global and regional public health debates especially with reference to “child and newborn health” and emergency obstetric care
Recommended a minimum of eight years of relevant technical experience including at senior level
Proven experience of developing and managing high quality, innovative and cost-effective technical H&N projects in fragile and insecure environments, preferably in the South Sudan context and with International NGOs
Proven experience and skills in research and advocacy and influencing institutional, private and/or corporate donors and writing up high quality donor reports
Experience of working with local/national governments and capacity building of systems, partners and staff
Ability to extensively travel for project monitoring and provide on-site technical support to field teams
Highly developed interpersonal and communication skills including influencing, negotiation and coaching
Highly developed cultural awareness and ability to work well in an international and matrix management environment with people from diverse backgrounds and cultures
Strong results orientation, with the ability to challenge existing mindsets
Experience of solving complex issues through analysis, definition of a clear way forward and ensuring buy in
Ability to present complex information in a succinct and compelling manner
Ability and willingness to dramatically change work practices and hours, and work with incoming surge teams, in the event of emergencies
Fluency in English, both verbal and written, required
