Position: Grants and Partner Capacity Building Manager

Location: Zimbabwe

World Vision Zimbabwe seeks to recruit a Technical Advisor – Grants and Partner Capacity Building Manager for the anticipated Key Populations Investment Fund (KPIF) for the Office of the US Global AIDS Coordinator and Global Health Diplomacy (S/GAC). The KPIF has been established to support the scale up of key population (KP)-led community approaches to enhance and expand comprehensive, quality HIV and Health services for key populations. The Grants and Partner Capacity Building Manager works to position World Vision as a leader in innovative programs by serving as a lead in grant solicitation and grant and programme management in line with USAID requirements.  This position is contingent upon award.

Purpose of the Position

The Grants and Partner Capacity Building Manager is responsible for the overall coordination and management of the grant making processes and the organizational capacity development of KPIF CBO sub-awardees. The Grants & Partner Capacity Building Manager is required to work closely with the Chief of Party/ Programme Director and the Technical Programme Manager to ensure that sub-grantees are completing assignments against set programme milestones and standards.

S/he will assist in identifying sub grantees, monitor sub grantees and partners and assist with the capacity building and mentoring of sub grantees. The Grants and Partner Capacity Building Manager will also regularly liaise with partners to ensure that they are completing activities against quality standards.

Major Responsibilities:

  • Supports the development of a sub granting strategy in partnership with the Chief of Party and Grant Finance Officer, identification of sub grantees through a transparent and rigorous system, and facilitation of capacity and risk assessments of sub grantees
  • Support the development and implementation of Organizational Capacity Development Plans for each sub grantee and monitor progress
  • Provide technical expertise to grant staff and stakeholders, including needs assessments, program design, start-up, phase-in, phase-out, communications, reporting, monitoring and evaluation activities and ad-hoc needs
  • Identifies partner training needs, identifies trainers, and supports the development of curriculum for all trainings.
  • Ensure grant implementation standards meet or exceed donor expectations Lead, participate in, or facilitate assessments, surveys or evaluations as necessary for risk management, standards setting, policy formation and program development, and achievement of programme objectives
  • Identifies opportunities for South 2 South exchanges between partners and other high performing KP organizations and facilitates the exchanges
  • Provide effective performance management, mentoring, and coaching for staff under his/her direct supervision.
  • Completes capacity and performance assessments of grantees, and supports the development and Implementation of Institutional Capacity Development Plans for each grantee.
  • Identified opportunities for partner mentoring needs, and provides mentoring on a range of organizational development topics.
  • Regularly collects, analyses and reports on capacity development data.
  • Frequent international travel to programme sub-grantees and implementation sites.

·Knowledge and Skills:

  • Bachelor’s Degree in Public Health, International Development, Development Policy or related field
  • Masters’ Degree strongly will be an added advantage
  • At least 5 years’ experience managing US government-funded health project projects focused on HIV programming (preferably with Key Populations- ( Sex Workers & PWIDs)
  • Experience working in Southern Africa, preferably Zimbabwe
  • Extensive experience in participatory capacity development methodologies.
  • Excellent facilitation and training skills in a variety of health and organizational development topics.

  • Demonstrated experience providing capacity development assistance in one or more of the following areas:
    1. expanding demand for and access to quality, effective HIV prevention, care, and treatment services for key populations; addressing structural barriers that inhibit access to and the effectiveness of HIV services, including legal, law enforcement, policy, economic, and educational barriers;
    2. systematic and rigorous action to respond to, mitigate, and monitor stigma, discrimination, and violence at individual, community, and national levels;
    3. promoting the human rights of and social justice for all persons, without distinction; and/or supporting the collection and analysis of epidemiologic data on key populations and sub-populations.
  • Demonstrated knowledge of US government grant policies, procedures and regulations.
  • Excellent communication, networking and relationship management skills.
  • Strong communication skills, particularly advanced writing skills, report writing skills for a variety of stakeholders
  • Previous experience working directly with OGAC including experience and familiarity with Department of State reporting requirements
  • 3-5 year experience in managing sub grantees and implementing challenge or innovation funds
  • Demonstrated successful experience implementing grant-funded programs
  • Field-based international NGO work experience in health project or program leadership, with a minimum of 3 to 5 years development experience
