OBJECTIVES OF THE PROGRAMME :
To ensure development and implementation of national policies and strategies that ensure equitable and universal access to quality health care through improvement in the health of women of reproductive age, mothers, new born, children, adolescents, and the aged; prevention of diseases through immunization; and promotion of gender, equity and human rights (GER) approach.
Description of duties:
Under the guidance and supervision of the Director, Family Health, Gender and Life course (FGL) and the overall guidance of the Director Programme Management (DPM), the incumbent works in close collaboration with senior staff in the department, in other departments, collaborating partners and across the three levels of the organization to coordinate the work in the RMNCAH and GER areas. The main responsibilities of the incumbent are:

1. Coordinating the development, implementation, monitoring and evaluation of a regional Reproductive, Maternal, Newborn, Child and Adolescent Health and development (RMNCAH) strategic framework that incorporates GER all within the context of the health related sustainable development goals;
2. Prioritizing and coordinating technical assistance and contributing to the mobilization of resources in support of countries in the implementation, monitoring and evaluation of their RMNCAH strategies;
3. Positioning FGL in a leadership role in the RMNCAH areas;
4. Advocating for tailored and country-specific approaches to ending preventable maternal and child deaths;
5. Advocating the implementation of evidence based child and adolescent health and development strategies towards universal health coverage;
6. Coordinating the development of guidelines and tools for the implementation and monitoring of child and adolescent health strategies, taking into account appropriate gender and rights approaches;
7. Developing and implementing a regional monitoring mechanism that has the participation of countries, donors and partners;
8. Prioritizing health problems of childhood and adolescence and advocating the implementation of integrated approaches within RMNCAH to address these;
9. Promoting research in the areas of RMNCAH;
10. Perform other related duties, as required.
REQUIRED QUALIFICATIONS
Education:
Essential: Advanced university degree in public health, social sciences or other closely related relevant field of study.

Desirable: Training in child and adolescent health

Skills:
Skills:
1. Knowledge of health and related socio-cultural issues facing mothers, newborns, children and adolescents;
2. Programming, budgeting and monitoring, evaluation and management;
3. Technical knowledge of child and adolescent health and development;
4. Working knowledge of epidemiology, familiarity with training methodology, and effective techniques for use in this subject area;
5. Ability to make decisions relating to implementation of interventions, leadership qualities and ability to work collaboratively and effectively with international partners.

Other Skills (e.g. IT): Proficiency in information technology, use of personal computers, spreadsheets and standard Microsoft Office applications. Good writing skills.
Experience:
Essential: At least fifteen years’ of relevant experience including considerable experience obtained in an international context, in public health and in newborn, child and adolescent health, particularly in developing countries.

WHO’s salaries are calculated in US dollars. They consist of a base salary and a post adjustment, which reflects the cost of living
in a particular duty station and exchange rates. Other benefits include: 30 days annual leave, family allowance, home travel,
education grant for dependent children, pension plan and medical insurance.

Mobility:
Candidates appointed to an international post with WHO are subject to mobility and may be assigned to any activity or duty station of the Organization throughout the world.
Annual salary: (Net of tax)
USD 97,583 at single rate
USD 105,572 with primary dependants Post Adjustment: 34.5 % of the above figure(s). This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
