WaterNet is a regional network for capacity building in Integrated Water Resources Management (IWRM) in Eastern and Southern Africa, with a membership of 75 University Departments and Research Institutions in fifteen countries. WaterNet has five objectives: To forge a strong, demand driven and sustainable network of universities and research institutions in Southern Africa in the field of IWRM. To deliver and strengthen the jointly-owned regional Masters degree programme in IWRM To develop and deliver demand-driven training and education for practicing water sector professionals in Southern Africa. To stimulate, regionalise and strengthen research in the field of IWRM in Southern Africa. To raise awareness and understanding of IWRM and its implementation at local, national and trans-boundary scales. WaterNet facilitates a number of projects to build capacity of professionals, to conduct water-related research, train and educate practising water sector professionals in Eastern and Southern Africa. WaterNet wishes to recruit a full-time Financial Accountant, reporting to the WaterNet Executive Director. who will provide financial accounting and reporting on WaterNet finances as well as administrative assistance to the WaterNet Executive Director.

The job description includes:

  • Assisting in developing and monitoring of Water Net’s budgets.
  • Maintaining up to date financial records on individual projects and programme accounts and periodically submit 10 Fund Manager and the Board on approval by the Executive Director.
  • Monitoring disbursements, controlling budget lines, preparing invoices to debtors, donors and members
  • Preparing WaterNet Budgets in collaboration with the Executive Director, for submission to the Finance Committee.
  • Preparing financial transaction documents for authorization by the Executive Director and relevant documents for processing of transfers in accordance with agreed terms of the fund management
  • Checking and verifying accuracy and legitimacy of travel expense claims and allocation against cash advanced and submitting to the Executive Director for approval;
  • Processing payments for Professorial Chairs, Board Members, IWRM Masters Co-coordinators, staff and students;
  • Acting as the main contact person and providing information and documents on financial matters, to external service providers such as bankers, auditors and fund managers on approval by the Executive Director;

Position Attributes:

Academic Qualifications: WaterNet Zimbabwe

  • A good degree in Accounting or related field and professional qualifications such as CA/ ACCA/ CIMA.

Experience:

Minimum 5 years post qualification experience in an Accounting related environment. Experience with management of donor funds will be a key advantage.

Technical Competence:

Knowledge of Accounting Standards and Systems, tax provisions, Human Resources related payments, accounting principles for donor funded projects and strong computer skills in software such as Pastel. Ability to meet deadlines, advise the Executive Director and Finance Committee on Budget Control and provision of accurate information will be key attributes.

The appointment will be for 2 years, renewable, subject to satisfactory performance and availability of funding. The remuneration is negotiable and competitive by regional and international standards.
