Vacancy Notice No. 2013:19: Education Specialist, (NO-C) Level based in Harare. This Specialist will be
based in the Education Section.

Purpose of the post:

Under the supervision of the Education Specialist (GPE) L4, the Education Specialist will contribute to
management of the Global Partnership for Education funding in the amount of USD 23.6 million in order to boost
learning outcomes in basic education through continuous professional development of teachers, improved
teacher supervision and management as well as strengthened evidence based policy and strategic planning.

The post will ensure overall efficiency and effectiveness of the programme management, delivery and
accomplishment of programme goals and objectives which focus on the following main components:
a) Professional development for better teaching and learning;
b) Supervision and management of teacher performance and development;, and
c) Strengthened strategic planning leading to development of an education sector plan 2016-2020

Key result areas for this senior level post include:
 Take shared responsibility to the overall planning, management, implementation and reporting,
monitoring and evaluation of the GPE support.
 Contribute technically and managerially to the policy and strategy formulation related to teacher
development in Zimbabwe, and provide technical support and facilitation to the government partners
and relevant stakeholders in the area.
 Contribute to education sector analysis, with a strong equity focus, related to the main components of
GPE support, identify related bottlenecks and suggestions for improved learning and teaching quality.
 Takes shared responsibility for the development of the sectoral work plan, especially GPE programme,
and situation analysis and contribute to inter-sectoral collaboration and gender-mainstreaming.
 Participate in major evaluation exercises, programme reviews and annual sector review meetings with
government counterparts with involvement of all stakeholders.

Minimum Qualifications and Experience Required:
 Advanced university degree in one or more of the disciplines relevant to the following areas: Education;
Primary Education, or a Social Sciences fields relevant to international development assistance.
 At least five years of progressively professional work experience at national and international levels in
field programmes relevant to Education programmes. Experience working in the UN or other
international development organization an asset.
 Experience in working in policy and strategy development at national level, especially in the area of
teacher development, teaching and learning improvement
 Experience with addressing gender disparities and inequity
 Background/familiarity in education sector development.
