Team Leader: Business Enabling Environment, Zimbabwe
DAI is seeking experienced and dynamic candidates for an upcoming Business Enabling Environment Programme in Zimbabwe. The programme will look at business advocacy capacity development, focusing on
(i) strengthening the private sector’s ability to demand business environment reforms;
(ii) increasing the quality and quantity of reforms supplied;
(iii) strengthening the media’s ability to support reform; and
(iv)improving access to and supply of legal, policy, and regulatory information.
Duties and Responsibilities:
The Team Leader will:
- Lead Programme and institutional outreach, stakeholder engagement and programme networking
- Lead strategic planning; and all activities related to policy engagement, advocacy and public-private dialogue
- With substantial support from the Operations and Finance Manager, ensure project finances and management practices are in compliance with DAI and donor contractual rules and regulations
- Act as primary point of contact with DAI Head Office on programme implementation, budget, and personnel issues
- Direct and collaborate with programme partners on issues of overall programme strategy
- Act as the primary liaison with other donors active in business environment reform in Zimbabwe
- Develop M&E and Value for Money indicators as part of the M&E strategy and implementation
- Monitor progress of interventions and produce impact assessment reports; quarterly and bi-annual reports; and annual business plans
- Manage an investment fund to support key organisations in Zimbabwe to develop effective private sector advocacy
Qualifications/Competencies:
- Master’s degree (or equivalent) in Law, Economics, Business or related Development degree.
- Minimum of 15 years’ experience in promoting improvements to the business enabling environment in line with international best practices
- Minimum of 10 years’ experience in developing the institutional capacity of intermediary organisations to advocate on behalf of the private sector
- At least 5 years’ experience facilitating high level public-private dialogue and promoting policy, legal and regulatory reform.
- Ability to design, deliver, monitor and evaluate market development/M4P programmes.
- Minimum of 10 years’ senior management experience leading complex and dynamic international development programmes.
- Proven track record in developing and maintaining relationships with high level government officials and policymakers, as well as business leaders.
- At least 5 years’ experience managing funds or grants programmes in a developing country context, particularly in donor funded programmes
- Experience in reporting and monitoring and evaluation, including the delivery of value for money.
- Excellent stakeholder engagement and relationship management skills.
- Strong communication, report-writing and presentation skills required. Fluency in English (both written and oral) is essential. Fluency in local languages is highly desirable.
- Experience working in Southern Africa, with experience in Zimbabwe ideal.
- Experience managing international and national staff from diverse cultural backgrounds.
- Long-term experience working with donors such as DFID and the World Bank Group.
