Chemonics seeks a chief of party for the anticipated USAID-funded Southern Africa Energy Program (SAEP). SAEP will aim to increase electricity availability and access in Southern Africa by facilitating transactions and strengthening the enabling environment for public and private sector investment in the power sector. SAEP will address five key constraints on such investment: 1) ineffective regulation, planning, and procurement for energy; 2) low commercial viability of utilities; 3) limited regional harmonization and cross border electricity trade; 4) lack of demonstrated and scaled clean and renewable energy and energy efficiency technologies and practices; and 5) weak institutional and human resource capacity for energy sector management.

Responsibilities include:

Provide overall project leadership and technical direction, including ensuring compliance with USAID requirements and regulations and Chemonics policies and procedures
Manage relationships with USAID, local governments, and other local partners to coordinate activities and facilitate monitoring and reporting of project objectives
Oversee the project’s financial and administrative operations
Manage and supervise the work of project personnel
Manage preparation of all project deliverables
Act as the official point-of-contact for the activity, ensuring that all project assistance is technically sound and appropriate
Qualifications:

Advanced degree in engineering, public policy, business, finance, economics, or a related subject area preferred
Minimum 10 years of experience implementing and managing long-term energy and infrastructure projects
Experience in one or more of the following programming areas: regulation, planning and procurement for energy, improving commercial viability of utilities, regional cross border trade, local renewable energy and energy efficiency technologies, and development of human and institutional capacity in the power sector
Chief of party or team leader experience on large USAID or donor-funded projects preferred
Experience in Southern Africa preferred
Demonstrated leadership, versatility, and integrity
Fluency in English required
