The International Land Coalition (ILC) is a global alliance working to promote access to land for people who are landless or have insecure land rights. The membership of ILC is made up of inter-governmental organisations, and organisations of civil society, including NGOs, social movements, producer organisations and research institutions (www.landcoalition.org/members). The global secretariat of ILC is based in Rome, and carries the responsibility at the global level to provide support to the coalition in the implementation of the strategic plan. Further information on ILC can be found at www.landcoalition.org. At regional level, ILC is organised in regional platforms. This provides opportunities for national and regionally-based members to strengthen their ownership of the coalition and ensures that the actions of ILC are more relevant to the specific regional contexts. The regional coordination unit for Africa has been hosted for the past three years in Kigali, Rwanda. However, with this recruitment the unit will be relocated to a new member organisation in Africa. The location (to be decided by the ILC Africa Steering Committee) will be in Harare or another capital city in Africa, hosted by a member of ILC.

Terms of Reference

The ILC Africa Regional Coordinator will be accountable to the Steering Committee of ILC Africa and will be directly answerable to the ILC Africa Steering Committee through their sub-committee on programmes and performance. She/he will work on a daily basis under the direct supervision of the head of the host institution. The coordinator will liaise with the Rome-based secretariat in the operation of his/her duties, and will oversee ILC contracts in the region related to the implementation of the regional plan of work. Interested candidates must have excellent communication skills, networking experience at the international and regional level, involving complex relationships between countries, donors, NGOs/CSOs, and public. Interested candidates must be able to demonstrate a passion for, and understanding of, land reform including land rights and development issues.

The Coordinator of the Africa node will enhance ILC’s role in addressing challenges related to promoting secure access to land for women and men on the continent by performing the following tasks:

– Implement the ILC strategic framework, as approved by the ILC Africa Steering Committee

– Prepare the annual work plan and budget for approval by the ILC Africa Steering Committee

– Lead the implementation of the approved work plan and budget of the regional co-ordination unit

– Lead in the preparation of annual narrative and financial reports of the activities of ILC Africa

– Serve as the secretariat to the ILC Africa Steering Committee and Regional Assembly by performing the following tasks: a) Support the Steering Committee in the preparation of the agenda b) Prepare and circulate the minutes of the meetings and documentation of the regional assembly within two weeks whenever possible; and c) Perform other tasks as instructed by the Members and Steering Committed) Convene the Steering Committee (SC) meetings at periodic intervals after consulting the SC

– Prepare reports of ILC Africa to the Coalition Council Meetings

– Link ILC Members to respective country governments, IGOs, and others CSOs involved on land governance

– Promote ILC visibility and relevance, and facilitate entry into membership of ILC an increased diversity of organisations working on land issues in Africa, establishing strategic alliances with other relevant African organisations

– Facilitate networking among members, supporting land knowledge generation to foster lesson learning and information sharing, including the database and website

– Coordinate and facilitate member linkages to better establish priorities and form common platforms necessary to increase the capacity of members to engage in, advocacy, capacity building and research on land issues

– Facilitate regular and timely communication among members and partners in Africa and ILC Africa Steering Committee, the ILC global secretariat and the wider membership of ILC

– Submit monthly activity updates to the ILC Africa Members

– Prepare and submit timely reports/updates/information as may be requested by Members and ILC Secretariat

– Develop regional proposals to donors, based on inputs from ILC members and gather information on members’ co-financing of activities to calculate overall regional fundraising

– Facilitate member-to-member action, including collective actions, communication amongst members and other land-concerned actors at the national, regional and global levels

– Operate the regional co-ordination unit in close cooperation with the host organization, including supervision of any eventual support staff recruited in support of ILC Africa

– Coordinate improving the capacity of the regional coordination unit to meet the needs of ILC Africa, through recruitment/secondment of specialists that are able to provide the needed services

– Support the mainstreaming of Gender Justice in the operations of ILC Africa platform and its members

– Support ILC M&E efforts, including assistance in the reporting to donors, members and other ILC bodies

Requirements: The coordinator is expected to meet the following requirements

– Knowledge and experience in land-tenure related matters and initiatives in the international and particularly African context

– Masters degree or higher in Environmental Sciences, Natural Resources, Sociology, Economics, Law, and at least 10 years related experience or equivalent combination

– Excellent writing and verbal mastery of either English or French, and good working skills in the other. Portuguese will be an added advantage

– Management and supervisory experience, including the ability to set and accomplish objectives and manage performance

– Experience in using web-based tools to enhance communication capacity

– Experience in inter-institutional collaboration, at both government and non-government levels, in an international setting

– Familiarity with state of the art information technologies, standards and protocols

– Experience in Non Profit Management or equivalent

– Experience in developing successful grant proposals

– Proven capacity in dealing with multiple donors

– Proven organizational and analytical skills

– Leadership in regional/ international context

– Strong analytical skills and ability to apply them in inter-disciplinary contexts

Terms of contract:
