Introduction

The U.S. Embassy in Harare is seeking an individual for the position of Public Health Specialist (Monitoring & Evaluation) at the Centers for Disease Control (CDC).

Minimum Requirements

QUALIFICATIONS REQUIRED
All applicants must address each selection criterion detailed below with specific and comprehensive information supporting each item.

• A Master’s degree (or host country equivalent) in Public Health, Epidemiology, Public Policy or equivalent degree with specialization in monitoring and evaluation is required.

• A minimum of five years of progressively responsible, professional-level experience working as an M&E specialist in a health/medical research organization, university or public health program implementing agency is required. One additional year of experience at the managerial level is required.

• Level IV (fluency) – speaking/ reading/ writing English is required

• Strong knowledge of theoretical and practical concepts of monitoring and evaluation methodology, data quality assurance, analysis reporting and best practices in data dissemination and data use is required.

Job Specification

BASIC FUNCTION OF POSITION

The Monitoring and Evaluation (M & E) Specialist works under the supervision of the Strategic Information Branch Chief and serves as primary point of contact for CDC Zimbabwe M & E activities. As such, provides advice, guidance and direction at the project management level to the Ministry of Health and Child Welfare (MOHCW) and other relevant ministries, and to donors collaborating in the implementation and strengthening of M & E program activities. The incumbent has a key role in the development of the M&E component of the annual Country Operational Plan (COP) and works closely with CDC Zimbabwe implementing partners to coordinate the design and ensure appropriate, high quality implementation and strengthening of monitoring systems and evaluation projects as defined in the COP. The position assists in identifying and recommending new evaluation strategies and in development of improved program indicators and monitoring tools to enhance M & E of CDC Zimbabwe program activities. The incumbent monitors progress of assigned projects, identifies technical, personnel, logistical and financial problems and makes revisions as necessary, quantifying progress towards targets set for PEPFAR/GHI and the national HIV response requires public health technical knowledge, results-oriented data analysis, advocacy, and the ability to develop and maintain collaborative working relationships with USG partners at both implementer and national levels.

This position identifies training needs and participates in the implementation of training courses for partner organizations. The incumbent represents CDC Zimbabwe on M&E issues at technical, policy and strategic planning meetings, including meetings with collaborators and donors.
