Based in Johannesburg, South Africa, the Africa Regional Office supports UNOPS country offices in the region, providing financial oversight of projects, procuring goods and services and managing human resources.
AFO helps ensure that projects are executed to the highest standards, providing a shared knowledge base and ensuring that best practices and lessons learned are disseminated between projects across the entire region.

UNDP Zimbabwe country office was appointed the Principal Recipient (“PR”) to theGlobal Fund to Fight AIDS, Tuberculosis and Malaria (“GFATM”) for the Round 8Phase II and Single Stream of Funding (“SSF”) Malaria. The overall objective ofthis project is to support UNDP in the implementation of the renovation andrehabilitation of Service Delivery Points across the country. Phase I of theproject aims to prepare the necessary documentation oftender documents for suggested sites to be rehabilitated/renovated. This willinclude the drawings and bill of quantities and UNOPS engineers estimate basedon prevailing market prices after a proper site assessment has been conducted. InPhase II of the project UNOPS will support UNDP with actual implementationincluding supervision and certification of the works.
Functional ResponsibilitiesUnder the direct supervision of the Senior Project Manager, the Project Engineer will carry out following specific tasks:
- Carry out technical assessment of rehabilitation/construction projects and assist the Senior Project Manager in determining projects feasibility, during the proposals review consultation process by the project stakeholders.
- Develop conceptual designs and specifications for discussions and agreements in collaboration with the relevant development partners and governmental, non-governmental and community counterparts
- Prepare Bill of Quantities and budget estimates based on the prevailing market rates and assist defining strategies for the projects component execution, with the involvement of the relevant stakeholders.
- Liaise with the partners and counterparts to obtain building plans and permits for identified sites
- Liaise with the partners and counterparts and provide specific technical inputs and advise for projects endorsement and approval.
- Assist in the development of relevant tender documents for procurement process including Bills of Quantities, In close liaison with the Procurement Unit, conduct the tendering process in advertising, bid opening, and participate in the technical evaluation; Implement activities through direct labor (if required), after consultations with the Senior Project Manager
- Supervise the project implementation construction/rehabilitation works for quality, progress, compliance with the regulatory approval conditions, and meeting the design specifications and standards
- Check out works progress measurements and verify progress payment certificates for contractor payments.
- Prepare periodic progress reports (internal and external) for the Donor, client and other stakeholder reporting
- Prepare close-out reports for the stakeholder reporting.
- Follow up on Procurement, delivery and installations of materials, equipments and fittings as required.
- Update and maintain project documentation and filing system.
- Assign duties and tasks to support staff working in the field.
- Participate and provide technical input in recruitment of technical or any other staff as assigned.
- Participate and provide technical input to various committees on strategic plans in cross-cutting issues including gender, environmental and capacity development by UNOPS,
The contractor is responsible to abide by security policies, administrative instructions, plans and procedures of the UN Security Management System and that of UNOPS.
Competencies
- Relevant experience in developing countries for the purpose of infrastructure development.
- Preferable previous experience with UN structures and procedures.

Education
- Masters degree in Civil Engineering or related fields of is required,
- A bachelor degree in Civil Engineering or related fields in combination with an additional 2 years of relevant professional experience in civil engineering and construction may be considered in lieu of the Masters Degree
ExperienceA minimum of 2 years of relevant professional experience in civil engineering and construction is required Languages
Excellent oral and written communication skill in English is required.
