Background

 

The Ministry of Land and Rural Resettlement (MLRR) has developed project: Support to the Ministry of Lands and Rural Resettlement 2014 to 2016 Action Plan. The main objective of the project is to assist the MLRR accelerate the rehabilitation of the land sector as a prerequisite for recovery and development of agriculture and other land based economic sectors. The project is supported with resources from the UNDP and European Union from 2014 to 2016. The UNDP and EU are fully committed to support the critical elements of this project. The project will require a Project Coordinator.

 

The Project Coordinator (PC) will be under the direct supervision of the UNDP ARR-Poverty Reduction and HIV/AIDS Mainstreaming Unit, in collaboration with the Ministry of Lands and Rural Resettlement senior management. He/she will be based at the Ministry of Lands and Rural Resettlement Block 4, Makombe Complex. He/she will work with the MLRR, sector Government Ministries/departments, UNDP and other relevant stakeholders. The PC will provide technical and coordination to the project in the delivery of the Project Outputs as follows:

 

  • Output 1: Updated database on inventories of acquired farms;
  • Output 2: Consensus based compensation mechanism in place;
  • Output 3: Adequate survey control network established;
  • Output 4: Surveyed A2 farm units and updated land information database;
  • Output 5: Land Information System within the Ministry strengthened, effectively managed and coordinated;
  • Output 6: Dispute Resolution Framework Developed;
  • Output 7: Land Tenure Policy Is Reviewed and Implemented;
  • Output 8: Zimbabwe Land Commission is capacitated and functional.

 

The PC will be responsible for supporting the overall coordination, planning, implementation, tracking and reporting obligations of the Project in consultation with the Implementing Partner (MLRR), UNDP and other key national counterparts as they relate to national programmes and priorities. The incumbent will need to have flexibility in his/her work, including assignments outside the duty station such as field visits, as well as undertaking any other tasks, if deemed necessary.

 

Duties and Responsibilities

 

Support the coordination, planning, implementation process and monitoring of the Project, according to the agreed standards and deadlines;

 

  • Coordinate and work with the MLRR, UNDP and the EU in the implementation and monitoring of the project, ensuring participation and coordination with relevant stakeholders;
  • Manage the implementation of this project, through developing work-plans, monitoring and evaluation of plans, and resolving challenges that arise in the process in conjunction with the MLRR, UNDP and the EU;
  • Manage the performance of consultants and specialist advisors engaged to support the project;
  • Manage project implementation activities, including design of ToRs for consultants;
  • Provide secretariat, technical and advisory support services to the Project Board meeting, amongst others.

 

Support the development of the Project activities related to the eight Outputs on Support to the MLRR 2014 to 206 Action Plan:

 

  • Monitor the overall progress and performance of the project by ensuring proper planning, benchmarking and target setting;
  • Provide quality analysis and substantive inputs to the development and management of the project;
  • Prepare annual and quarterly work plans, budgets and other documents for the management of the project;
  • Monitor project progress against annual and quarterly work plans and budgets;
  • Monitor and evaluate activities implemented;
  • Manage the accurate and timely submission of the narrative and financial reporting obligations on the progress of the support project;
  • Consolidate inputs from the project, as required and ensure reports are provided to the donor according to UNDP’s contractual obligations;
  • Provide support to the project in the preparation and organization of consultative processes with various stakeholders on areas addressed by the Project;
  • Identify opportunities for enhancing resources, knowledge and experience for the Project;
  • Support the resource mobilization efforts with regard to the Project;
  • Participate in knowledge sharing and information codification of the Project;
  • Provide secretariat services to the Project Board;
  • Provide technical support to MLRR in gathering and sharing information on the implementation of the project;
  • Identify and provide best practices and lessons learned;
  • Liaise with sector Government Ministries/departments, UNDP and other relevant stakeholders in accomplishing the above activities;
  • Provide support to the MLRR in the preparation and organization of consultative processes with various stakeholders on areas supported by the Project;
  • Identify opportunities for enhancing resources, knowledge and experience for the Project develop relationships with other statistics producers to provide opportunities for learning;
  • Support the resource mobilization efforts with regard to the Project.

 

Function / Expected Results: Participate in knowledge sharing and information codification and reporting obligations of the Project:

 

  • Develop specific activities, including preparation of the project papers, agendas, minutes and reports in consultation with MLRR;
  • Prepare the annual and quarterly work plans for the project;
  • Provide secretariat services to the Project Board;
  • Provide technical support to MLRR in gathering and sharing information on the implementation of the project;
  • Prepare and fulfil the Project reporting obligations;
  • Provide and identify best practices and lessons learned.

Required Skills and Experience

 

Education:

 

  • Advanced university degree (Master’s degree or equivalent) in agriculture, land management, land planning related area;
  • A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

 

Experience:

 

  • At least five years of professional experience in programme/project management;
  • Familiarity with UNDP procedures and project implementation;
  • Familiarity with the Results Based Management (RBM) principles and their use in project/programme management;
  • Working experience with Government, International Organizations and donors at different levels;
  • Substantive knowledge in monitoring and evaluation of project activities;
  • Must have experience in providing capacity building in the statistics field;
  • Proven experience in preparation and analysis of work plans, complex reports (programmatic and financial) for large programmes/projects;
  • Good understanding of UN system, UN/UNDP policies and values and other development partners;
  • He/she shall be an expert in one or more of the following: land and agrarian reforms, in land use planning, integrated land resources surveys and mapping sector, land rehabilitation, land valuation, land suitability, and computer applications of remote sensing and geographical information systems (GIS) to land issues;
  • Extensive knowledge and clear understanding of the land issues in Zimbabwe and the region;
  • He shall have an appreciation of the dynamics of the drivers and sensitivities on land reform and agrarian reforms in Zimbabwe.

 

Language:

 

  • Fluency in English.
