Background

At the London Summit on Family Planning (FP2020) in July 2012, Zimbabwe made the following commitments:

1) reduce the unmet need for family planning (FP) from 13% to 6.5% by 2020 and

2) increase the contraceptive prevalence rate (CPR) from 59% to 68% by 2020.

Zimbabwean stakeholders have recognized a need to build political will to achieve those goals. The Government of Zimbabwe (GOZ) and its donor partners wish to undertake a number of economic and programmatic analyses to identify the most efficient and effective strategies to meet these commitments and undertake advocacy to mobilize necessary resources to carry them out.

Purpose of the Consultancy

The consultant will work closely with the Futures Group Technical Monitor to support the implementation of three quantitative tools and models to estimate the impacts of investing in Family Planning.

The consultant will coordinate a Technical Working Group (TWG) composed of FP stakeholders from the Government of Zimbabwe, donor organizations, and civil society. Early duties will include coordinating stakeholder meetings, facilitating data collection and data validation, and conducting follow-up meetings with stakeholders as needed.

The consultant will be expected to contribute substantially to the activity by providing insight and advice regarding the state of FP policy, priorities, and stakeholders in Zimbabwe. As the activity progresses, the consultant will assist in the creation and dissemination of advocacy presentations and documents from the results of each of the models and coordinate with clients to review and provide feedback on technical products.

In the spring, the consultant will help organize a multi-day training on the use of the models and dissemination of the results.

In addition, he or she may be expected to perform other minor tasks related to the objectives of the project as needed.

All activities will be undertaken with close supervision and support from the Technical Monitor, and the consultant will hold regular calls with via Skype and will respond to emails within 48 hours. Estimated Period of Performance and LOE November 2013 – June 30, 2014 with possible extension 25% overall time commitment, variable for approximately 50 days Based in Harare, Zimbabwe

Qualifications

  • Extensive experience in Family Planning policy and advocacy in Zimbabwe Strong professional network among FP stakeholders preferred
  • Experience working with USAID, Ministry of Health, and other program stakeholders
  • Experience working with international development teams Ability to work independently with remote supervision
  • Excellent inter-personal and negotiation skills
  • Knowledge of costing tools and impact model methodologies a plus Strong written and oral communication skills
  • Problem-solving, decision-making and good judgment skills
  • University degree preferred Microsoft Office proficiency
