Job Title : Programme Officer (Programme Design) – Fixed Term
Proposed Pay Level : NOA
Duty Station : Programme – Harare
Organizational Context and Role:
The United Nations World Food Programme (UN/WFP) in Zimbabwe seeks applications
from qualified candidates for its Harare Office.
Accountabilities:
Under the direct supervision of the Head of Programme and the general guidance of the
Deputy Country Director, the National Programme Officer (Programme Design) shall perform
the following duties:
 Conduct literature review of and familiarize with WFP and Governemnt guidelines,
policies and experiences related to resilience building, clima change, disaster risk
management, social protection and WFP Purchaise for Progress activities and make
recommendations to enhance the resilience building component of WFP interventions;
 In collaboration with the Ministry of Agriculture and Irrigation Development, FAO and
other partners, develop the Agriculture Market Support (AMS) project for smallholder
farmers;
 In collaboration with the Minitry of Public Service, Labour and Social Wellfare, develop
the conditionality component of WFP Lean Season Support intervention to enhance
resilience building of targeted chronic food insecure districts;
 Ensure Productive Assets Creation projects are well designed and include a strong
software component (utilization, maintenance and market integration).
 In collaboration with the VAME Unit, and base in cost efficiency and effectiveness
analysis, make recommendations on the most appropriate transfer modality (food, cash
or vouchers) for the different programmes and locations.
 Support the VAME team in the review/formulation of monitoring systems and reporting
tools;
 Verify the quality of programme implementation through regular field visits and meetings
with partners and provide timely feedback;
 In collaboration with the Public Information and Reports unit, document and disseminate
best practices and experiences in food and nutrition security and innovations
programmes;
 Supervise other programme staff; provide training and technical guidance in their work
including development and evaluation of individual workplans/performance.
Perform other related duties as assigned.

and/or operations. Critical Success Factors: Good analytical skills; resourcefulness,
initiative, maturity of judgement, tact, negotiating skills; ability to communicate clearly both
orally and in writing; ability to work in a team, and establish effective working relations with
persons of different national and cultural backgrounds. Ability to cope with situations which
may threaten health or safety; flexibility in accepting work assignments outside normal desk
description. Ability to deal patiently and tactfully with people of different national and cultural
backgrounds. Qualifications: University degree in one or more of the following disciplines:
economics, agriculture, international affairs, business administration, social sciences,
development studies or a field relevant to international development assistance.
Experience: At least one year of postgraduate professional experience in commerce,
development, administration or food aid support. Knowledge: Training and/or experience
utilising computers, including word processing, spreadsheet and other standard WFP
software packages and systems. General knowledge of UN system policies, rules,
regulations and procedures governing administration.
