Background
The Ministry of Land and Rural Resettlement (MLRR) has developed project: Support to the Ministry of Lands and Rural Resettlement 2014 to 2016 Action Plan. The main objective of the project is to assist the MLRR accelerate the rehabilitation of the land sector as a prerequisite for recovery and development of agriculture and other land based economic sectors. The project is supported with resources from the UNDP and European Union from 2014 to 2016. The UNDP and EU are fully committed to support the critical elements of this project. The project will require a Project Assistant.
The Project Assistant (PA) will be under the direct supervision of the UNDP ARR-Poverty Reduction and HIV/AIDS Mainstreaming Unit, in collaboration with the Ministry of Lands and Rural Resettlement senior management. He/she will be based at the Ministry of Lands and Rural Resettlement Block 4, Makombe Complex. He/she will work with the MLRR, sector Government Ministries/departments, UNDP and other relevant stakeholders. The PA will provide administrative and management support to the project in the delivery of the Project Outputs as follows:
- Output 1: Updated database on inventories of acquired farms;
- Output 2: Consensus based compensation mechanism in place;
- Output 3: Adequate survey control network established;
- Output 4: Surveyed A2 farm units and updated land information database;
- Output 5: Land Information System within the Ministry strengthened, effectively managed and coordinated;
- Output 6: Dispute Resolution Framework Developed.
- Output 7: Land Tenure Policy is Reviewed and Implemented
- Output 8: Zimbabwe Land Commission is capacitated and functional.
Duties and Responsibilities
Supports formulation of project strategies focusing on achievement of the results:
- Collection, analysis and presentation of information for identification of areas for support and programme formulation/ implementation.
Provides effective support to management of the project focusing on the achievement of the following results:
- Together with the UNDP Country Office (CO) programme associates prepare budget revisions, revision of project award and project status, determination of unutilized funds, operational and financial closure of a project;
- Presentation of information for audit of NEX projects.
Provides administrative support to the project focusing on achievement of the following results:
- Preparation of non-Purchase Order (PO) vouchers for development projects;
- Maintenance of the internal expenditures control system including timely corrective actions on un-posted vouchers including the vouchers with budget check errors, match exceptions, unapproved vouchers;
- Creation of requisitions and register of goods receipts for submission for uploading in Atlas;
- Making budget check for requisitions, PO’s and vouchers.
Supports resource mobilization focusing on achievement of the following results:
- Review of contributions agreement, managing contributions in Atlas.
Supports knowledge building and knowledge sharing in the project focusing on achievement of the following results:
- Participation in the trainings for the operations/ projects staff on project;
- Contributions to knowledge networks and communities of practice.

Required Skills and Experience
Education:
- Secondary Education preferably with specialized certification in Accounting and Finance;
- University Degree in Business or Public Administration, Economics, Political Sciences and Social Sciences would be desirable, but it is not a requirement.
Experience:
- 5 years of relevant administrative or project experience is required at the national or international level;
- Experience in the usage of computers and office software packages (MS Word, Excel, etc) and knowledge of spreadsheet and database packages, experience in handling of web based management systems.
Language:
- Fluent in spoken and written English.
