Norwegian Refugee Council and Danish Refugee Council seek a Chief of Party (COP) for the Livelihoods, Vulnerability, and Resilience Program (LVRP), an upcoming USAID-funded project working in conflict-affected areas with stressed and crisis levels of food insecurity in South Sudan.

Who are we?

The Danish Refugee Council has been working in Sudan since 2004 and was subsequently present in South Sudan when it gained independence in 2011. DRC South Sudan programme’s current focus is on supporting forcibly displaced and conflict-affected people, including refugees, internally displaced persons (IDPs) and returnees, to access their rights in a safe and secure environment. Currently DRC is operational in Unity and Upper Nile States. Currently the South Sudan Programme works in 5 field locations and expects to be a roughly $30m+ programme in 2016, working in the sectors of Camp Coordination and Camp Management, Protection, Shelter/NFI, and Food Security and Livelihoods.

Job overall objective

The COP will be responsible for leading a comprehensive set of activities to reduce chronic vulnerability of households and communities in the project area. The COP will show excellent leadership in order to make decision relating to strategic vision, strong technical skills in livelihoods and food security, multi-sector development experience, strong interpersonal skills, and excellent written and oral presentation skills to fulfil the diverse technical and managerial requirements of this program.
Job specific objectives
Provide leadership, management, and clear strategic direction of project.
Ensure well-organized planning and implementation of project activities as well as changes in project direction as needed.
Oversee efficient use of resources and achievement of results.
Establish, maintain, and coordinate successful relationships with numerous stakeholders and partners in the capital city and rural areas.
Develop staff capacity and guide senior technical staff and project teams.
Engage with team members, partners, and beneficiaries at project sites to monitor progress and revise the project’s approach as needed.
Work with USAID to ensure that the project meets desired goals and objectives and to report on progress.
Ensure that budget projections, spending, and reporting are in accordance with USAID and NRC/DRC requirements.
Coordinate with the home office to assure programmatic success and compliance with both the cooperative agreement and NRC/DRC policies and procedures.

Job requirements

Master’s degree with 10 years (or PhD with 8 years) working experience preferable in similar conflict, post conflict context
Minimum of 5 years of management experience of projects of large, complex, multi-regional livelihoods and resiliency programming in conflict/post-conflict environments with experience directly supervising senior expatriate and national team leaders.
Senior Leadership experience on USAID programs of similar size and scope
Demonstrated ability to achieve results under challenging conditions; flexibility and creativity.
Strong communications skills.Ability to supervise staff in more than one location.
Excellent writing and oral presentation skills in English.
