PSI Zimbabwe is a registered Trust working hand-in-hand in partnership with the Ministry of Health and Child Care (MOHCC) and a network of local implementing partners. PSI/Zimbabwe is a complex platform implementing programs in HIV Prevention, Treatment, Care and Support; Sexual and Reproductive. Health; Malaria Prevention and Control, and Child Survival. In addition to male and female condom social marketing, the HIV program includes large scale Testing and Counseling, Voluntary Male Circumcision, ART provision and post-test support services-all increasingly integrated with sexual and reproductive health services including family planning and cervical cancer screening. Director Malaria Program – Head Office
Reporting to the Country Director, the Director Malaria Program is responsible for leading design and implementation of a broad and impactful Malaria program and for close collaboration with the Ministry of Health and Child Care, including program alignment with national malaria control strategies and capacity strengthening of the National Malaria Control Program at all levels. Program implementation includes promotion of quality malaria case management, prevention of malaria during pregnancy; management of routine and campaign distribution of long-lasting insecticide treated nets; development and implementation of effective behavior change communications programs to improve prevention and treatment of malaria; support of malaria surveillance, monitoring and evaluation and operational research activities, including research to track treatment drug resistance. The Director Malaria Program represents PSI/ (NGO Zimbabwe)at the highest level in stakeholder meetings and coordinating bodies, and provides input into national strategies, applications for funding, and program planning. The Director Malaria Program may manage multiple funding sources and budgets up to $5M/year. This position is planned as key personnel for an upcoming donor solicitation, so is contingent upon a successful application, receipt of funding and donor preapproval.
Essential Functions
- Oversee the management and implementation of a large malaria program spanning campaign and routine distribution of LLINs, malaria case management, behavior change communications, capacity building, surveillance, monitoring and evaluation and operations research.
- Lead overall program design and implementation according to solicitations, existing and future donor agreements, and approved annual donor work-plan priorities.
- Develop and achieve annual program targets, maximizing the measurable health impact of the malaria program.
- Provide general project oversight, including effective and regular communication with donors, implementing partners, government entities and other stakeholders; and ensuring compliance of prime and potential sub-partner awards with PSI, donor and GoZ rules and regulations.
- Manage department staffing, including setting innual objectives (MBOs), conducting periodic performance reviews, providing regular coaching and staff development opportunities.
- Manage program budgets and implement financial and purchasing signatory authority according to platform and PSI global policies and procedures.
- Oversee high-quality and timely work-planning and reporting, according to PSI, GoZ and Donor work-planning and reporting requirements.
- Work hand-in-hand with platform, donor and GoZ counterparts, partners and stakeholders to develop annual priorities for analyzing, disseminating and using routine program data for decision-making, and for conducting qualitative and quantitative operational research to inform platform and national program design; develop and implement surveillance strategies.
- Facilitate capacity building of partners and stakeholders, leveraging local and international technical experts, including the PSI global malaria team.
- Serve as the focal point for engaging in policy dialogue with the GoZ (MOHCC and NMCP), donors, stakeholders and partners on key issues relevant to service delivery within the country.
- Stay current with trends in effective malaria programming across LLINs, Case Management and Indoor Residual Spraying, informing PSI/Zimbabwe and national strategies to maximize health impact as NGO Zimbabwe works towards malaria pre-elimination.
- Assist with fundraising and proposal development and contribute to platform strategic planning.
- Perform any other activities as assigned by the Country Representative.
Requirements
Minimum Qualifications
- Masters Degree in Public Health, business administration, international developmant or related field.
- 10 years of demonstrated success in donor-funded project management/implementation; 5 years of experience implementing malaria program.
- Knowledge of the NGO Zimbabwe health systems, structures and malaria stakeholders; solid understanding of malaria and child health-related issues.
- Knowledge of quantitative and qualitative research methodologies and experience managing and using routine program data for decision-making.
- Demonstrated knowledge of donor agreement/contract management.
- Exceptional managerial and operational experience, preferably managing complex public health sector activities involving coordination with multiple program partner institutions.
- Experience with advocacy within government and non-government channels.
- Excellent management, interpersonal, communication and advanced Microsoft Office skills.
