Job Description
The Deputy Chief of Party (DCOP) for the Maternal and Child Survival Program in Mozambique will work closely with, and provide complementary experience and skills to the Chief of Party supporting the DCOP’s efforts on the overall strategic, programmatic, technical, and financial management of MCSP. The DCOP will work closely with program implementation teams to ensure that resources are applied appropriately (e.g. human, financial and material).
Responsibilities include:
supervising program management staff, overseeing annual work planning, leading the design, implementation and reporting of project activities, representing Jhpiego to donors and partners, management of projects as required and managing human resource systems for the Jhpiego Mozambique country office. DCOP will also contribute to the overall strategy and management of the Jhpiego Country Office. In the absence of the Chief of Party, the DCOP may be required to undertake the responsibilities of that position on a temporary basis.
Leadership
•Provide programmatic leadership for, and oversee, in coordination with the Chief of Party, the strategic planning of activities in support of the program goals and objectives, including the determination of program priorities and appropriate technical initiatives
•Coordinate the work of all team members with their designated counterparts within USAID, the Ministry of Health, as well as private sector partners and other key stakeholders in Mozambique, such as NGOs and PVOs, to ensure effective technical assistance and the smooth implementation of activities
•Participate in relevant technical advisory and/or working groups with counterparts and partner institutions as needed
•Provide support in the design of project interventions that are technically sound, evidence-based, including high-impact and sustainable practices
•Represent Jhpiego and MCSP in public and professional circles through meetings, conferences, and presentations
Management •In close collaboation with the COP, coordinate and monitor all human, financial and material resources of MCSP to ensure successful implementation •In collaboration with the COP, program team, and project partners, lead the annual work planning process with the close involvement of the Ministry of Health and USAID
•Guide the analysis, synthesis and reporting of MCSP outputs and results in close collaboration with the Monitoring and Evaluation Advisor.
•Mentor, support, supervise and manage a team of highly qualified staff and align their efforts in concert with program goals to ensure rapid and sustainable results
•Provide guidance and capacity building activities in collaboration with key staff specialists, to subcontractors and subgrantees and coordinate activities with other agencies
•Ensure resources for program implementation are available
•Work with finance and project staff to develop and track project budgets
•Work closely with Jhpiego home office staff to ensure effective, timely and coordinated project implementation
•Ensure technical compliance with USAID/USG regulations
REQUIRED QUALIFICATIONS
Master’s degree in public health, health administration, public administration, business administration; international development, social science, medicine, nursing or related field •A minimum of 7 years project management experience (of which at least half is in a mid-to-senior management position) in large, complex, multi-year international health sector development program •Demonstrated technical and programmatic knowledge and experience in areas such as maternal, neonatal, child, and reproductive health •In-depth knowledge of USAID programs, regulations, compliance and reporting •Minimum 2-3 years previous experience working in sub-Saharan Africa, with an intimate understanding of local health system, technical and programmatic gaps and opportunities, and solid relationships at government agencies •Excellent program and financial management skills •Ability to interact with established networks of senior level international and national health professionals, donors, universities and other partners •Ability to work in a complex environment with multiple tasks, short deadlines and intense pressure to perform
•Excellent donor and partner relationship skills as well as new program development skills
•Proven leadership skills, as well as skills in facilitation, team building and coordination
•Familiarity with US Government donor policies and administrative procedures
•Demonstrated self-management (i.e. motivation, dealing with pressure, adaptability) and the ability to project a professional, consistent image of confidence, integrity and competence
•Proficiency in Microsoft Office applications
•Fluent in written and spoken English and Portuguese or Spanish
•Excellent facilitation, oral and written communications skills
•Ability to travel nationally and internationally 15%

PREFERRED QUALIFICATIONS
