The following vacancy has arisen within the Ministry of Health and Child Care.

 

Monitoring and Evaluation Assistant

 

Key Functions

The incumbent will be a key member of the M&E section and will be responsible for data collection, processing and compilation into reports.

 

Duties and Responsibilities

  • Assist the M&E Officer with follow up on all M&E reports/activities from provinces and implementing partners
  • Receive all M&E reports and keep up to date files of M&E reports and documentation
  • Ensure complete and timely reporting of programme data by all partner organisations
  • Institute practices aimed at improving the quality of data collected and reported under the programme
  • Maintain an up- to- date and high quality indicator data set for all districts and sites supported under the programme.
  • Capture all data from M&E reports and liaise with Data Manager to update the malaria data base.
  • Analyse data and produce descriptive statistics on all data received.
  • Provide technical assistance to provincial and district staff and member organisations in quantitative data analysis.
  • Perform appraisals on activity performance on a monthly basis and make recommendations.
  • Participate in periodic field visits with M&E officer and partner organisations to assess programme data quality using standard data quality assessment tools.
  • To assist in training health personnel in the provision of malaria control services;
  • Ensure that data reports submitted to the programme from provinces, districts and partners are available at MOHCC – NMCP
  • Participate in national M&E forums when required to do so
  • Assist is organising and conducting training of partners and health care workers in monitoring and evaluation of the programme
  • Participate in conducting out periodic data quality checks for the purpose of ensuring that implementation of projects complies with requirements of the programme.
  • Assist in generating data reports in response to malaria programme information systems
  • Liaise with the NHIS to harmonise indicators and data collection systems
  • Liaise with other NMCP officers and ensure periodic activity reports required for periodic reviews are generated, reconciled and checked on time
  • Provide assistance to all programmes as and when it is necessary, in their bid to achieve set objectives.
  • Perform other relevant duties as assigned by the M&E officer and NMCP Manager

 

Requirements

Qualifications and experience

Degree/diploma in Social sciences, Statistics, or other health related field. A specific qualification in M&E will be an added advantage. A minimum of two years experience working in a similar position and working with a network of organisations

 

Knowledge, skills and abilities

  • Demonstrable in-depth understanding of malaria M&E systems and malaria programming
  • Significant ability to handle large quantitative data sets, with strong analytical and report writing skills.
  • Proficient in electronic databases in particular SPSS, Epi Info and Access, power point and use of other statistical packages
  • Excellent oral and written communication skills
  • Ability to work effectively as a team member
  • Have clear understanding of NHIS
  • Initiative and assertiveness
  • Proven experience in monitoring and evaluation of malaria programme activities or other health related field
