Norwegian Refugee Council and Danish Refugee Council seek a Livelihoods Technical Coordinator for the Livelihoods, Vulnerability, and Resilience Program (LVRP), an upcoming USAID-funded project working in conflict-affected areas with stressed and crisis levels of food insecurity in South Sudan.

Who are we?

The Danish Refugee Council has been working in Sudan since 2004 and was subsequently present in South Sudan when it gained independence in 2011. DRC South Sudan programme’s current focus is on supporting forcibly displaced and conflict-affected people, including refugees, internally displaced persons (IDPs) and returnees, to access their rights in a safe and secure environment. Currently DRC is operational in Unity and Upper Nile States. Currently the South Sudan Programme works in 5 field locations and expects to be a roughly $30m+ programme in 2016, working in the sectors of Camp Coordination and Camp Management, Protection, Shelter/NFI, and Food Security and Livelihoods.

Job overall objective

The Livelihoods Technical Coordinator will be responsible for livelihoods, agriculture and/or markets programming, the technical coordinator will provide technical leadership, coordinate with implementation staff and consortium members. S/he will set the direction, provide technical expertise, and supervise implementation of livelihood activities. The Livelihoods Technical Coordinator has a key role in ensuring program quality, reporting and consortium coordination and will under the line management of the Chief of Party.

Job specific objectives

Provide leadership, management, and clear technical direction of program
Lead, coordinate and supervise all agriculture, markets and other livelihoods program activities. This includes providing technical direction, developing work plans, monitoring implementation and impact, ensuring that program deliverables are completed, supervising implementation staff and managing program budget
Ensure well-organized planning and implementation of project activities as well as changes in project direction as needed
Oversee efficient use of resources and achievement of results
Develop monitoring systems jointly with the M&E officer and provide regular internal reports on program activities and donor reports. Ensure cross learning of activities and develop best practices
Contribute to the strategic planning process and provide regular updates.
Engage with team members, partners, and beneficiaries at project sites to monitor progress and revise the project’s approach as needed.
Establish, maintain, and coordinate successful relationships with numerous stakeholders and partners
Conduct surveys, need assessments, data and information collection for analysis
Ensure effective and transparent use of financial resources in compliance with NRC/DRC and donors policies and procedures.
Engage with team members, partners, and beneficiaries at project sites to monitor progress and revise the project’s approach as needed.
Ensure that budget projections, spending, and reporting are in accordance with USAID and NRC/DRC requirements.
Coordinate with the home office to assure programmatic success and compliance with both the cooperative agreement and NRC/DRC policies and procedures.
Job requirements

Bachelors or Master’s degree with 6 years working experience preferable in agriculture in similar rural context
Minimum of 5 years of management experience of agriculture/markets/livelihoods projects in emergency contexts
Senior management experience in projects of large, complex, multi-regional livelihoods and resiliency programming with experience directly supervising senior expatriate and national team leaders
Demonstrated ability to achieve results under challenging conditions; flexibility and creativity
Strong communications skills
Demonstrated capacity in technical support and coordination
Ability to supervise staff through remote management
Excellent writing and oral presentation skills in English
