Terms of Reference – Deputy Team Leader

Introduction

The Health Pooled Fund (HPF), is supported by governments of Australia (DFAT) and Canada (DFATD), the British Government’s Department for International Development (DFID), the European Commission (EC) and the Swedish International Development and Cooperation Agency (SIDA)and USAID. It has been operating in South Sudan since 2012 and has recently been awarded a 2 year extension until April 2018. HPF currently operates in eight of South Sudan’s ten states, to include: Eastern Equatoria, Northern Bahr el Ghazal, Western Bahr el Ghazal, Warrap, Unity, Central Equatoria, Western Equatoria and Lakes.

The key objectives of the HPF are:

  • To improve access, use, and quality of Primary Health Care (PHC) services and Emergency Obstetric and Newborn Care (EmONC) services.
  • To increase accountability and effectiveness by working with community mechanisms for improving health and health education.
  • To support strengthening of key stewardship functions of the MoH including: planning, management, coordination, supervision and monitoring at all levels, in accordance with MoH guidelines and tools.

Scope of Services

  • The Deputy Team Leader will be responsible for overseeing the operational and technical aspects of the HPF, ensuring the delivery and quality of HPF technical outputs.

Technical Oversight

  • The Deputy Team Leader will also be responsible for managing and quality assuring short term input to the project according to the work plan.
  • The Deputy Team Leader will oversee all technical issues brought up by service providers under the programme.
  • The Deputy Team Leader will be responsible to update/review the project’s work plan and log frame as needed.
  • The Deputy Team Leader will be responsible to ensure that all logframe indicators are achieved, in close coordination with the technical leads of each workstream.

Client Reporting

  • The Deputy Team Leader will be charged with the quality assure of key reports as specified in the programme terms of reference.

Personnel Management

  • The Deputy Team Leader will oversee the Health Service Delivery Manager, The Health M&E Manager, the Health System Strengthening Manager
  • The Deputy Team Leader will cover for the Team Leader when needed.

    Minimum requirement

  • A public health expert or equivalent
  • A minimum of 10 years practical international experience in the health sector
  • Knowledge of procurement of goods and services on donor programmes
  • Knowledge of the South Sudan context or extensive experience working in fragile states
  • Experience working with governments and civil society organisations in developing countries
  • Experience managing large teams
  • Excellent interpersonal skills including cross-cultural experience
