IP Consult looks for an International Long-Term Advisor and Team Leader for the KfW project ‘Support Technical and Vocational Education and Training (TVET)’ in Mozambique. The project is divided into Project Measures and Accompanying Measures; this job advert focusses on the Accompanying Measures. The project is expected to start in the fourth quarter of 2016 with an anticipated duration of five years.

The Project contributes to the Mozambican TVET reforms through the support of selected public and private TVET institutions. The Project will focus its support on long-term TVET training at medium-levels (ensino médio) by supporting the introduction/ expansion of competency-based curricula. The Accompanying Measure aim at improving the management and the quality of TVET provided at supported TVET Institutions and comprise the following measures:
a) Implementation of tracer studies at promoted TVET institutions;
b) Improving cooperation with the private sector;
c) Preparing and implementing targeted interventions to attract and retain female students;
d) Improving job-counselling and alumni networks;
e) Improving netw6zorking and knowledge exchange of benefitting TVET institutions
f) Elaboration of model budgets for selected competency-based curricula, as needed and requested by DINET;
g) Improving the training capacities of TVET teachers;
h) Improving management capacities of TVET staff;
i) Elaboration and implementation of development-, and monitoring plans;
j) Improving financial autonomy of TVET institutions through revenue-generation;
Qualifications Required Only the experts meeting the set criteria will be shortlisted and contacted.
• M.Sc. in TVET training, engineering, economics or equivalents;
• Further post-graduate degrees will be considered as an advantage;
• Excellent command of written and spoken English and working-level Portuguese is required, knowledge of German is an advantage;
• Experience with KfW-funded projects is required;
• Full computer literacy.
Professional Experience Required
• At least 10 years of working experience in the field developing TVET institutions;
• Expertise in offering advice on national level (e.g. to Ministries and Agencies) as well as hands-on experience with TVET institutions;
• Profound expertise in fostering management capacities of TVET personnel, particular in above mentioned tasks (a.-j.);
• Excellent skills in network-building as well as experience in participatory planning and steering multi-stakeholder processes;
• At least 5 years experience in donor-funded projects in Sub-Saharan Africa
• Recent working experience within the field TVET in Sub-Saharan Africa.
