Background
At the London Summit on Family Planning (FP2020) in July 2012, Zimbabwe made the following commitments: 1) reduce the unmet need for family planning (FP) from 13% to 6.5% by 2020 and 2) increase the contraceptive prevalence rate (CPR) from 59% to 68% by 2020.  Zimbabwean stakeholders have recognized a need to build political will to achieve those goals.  The Government of Zimbabwe (GOZ) and its donor partners wish to undertake a number of economic and programmatic analyses to identify the most efficient and effective strategies to meet these commitments and undertake advocacy to mobilize necessary resources to carry them out.

Purpose of the consultancy
The consultant will work closely with the Futures Group Technical Monitor to support the implementation of three quantitative tools and models to estimate the impacts of investing in Family Planning.  The consultant will coordinate a Technical Working Group (TWG) composed of FP stakeholders from the Government of Zimbabwe, donor organizations, and civil society.  Early duties will include coordinating stakeholder meetings, facilitating data collection and data validation, and conducting follow-up meetings with stakeholders as needed. The consultant will be expected to contribute substantially to the activity by providing insight and advice regarding the state of FP policy, priorities, and stakeholders in Zimbabwe.  As the activity progresses, the consultant will assist in the creation and dissemination of advocacy presentations and documents from the results of each of the models and coordinate with clients to review and provide feedback on technical products.  In the spring, the consultant will help organize a multi-day training on the use of the models and dissemination of the results.  In addition, he or she may be expected to perform other minor tasks related to the objectives of the project as needed.  All activities will be undertaken with close supervision and support from the Technical Monitor, and the consultant will hold regular calls with via Skype and will respond to emails within 48 hours.

November 2013 – June 30, 2014 with possible extension

Purpose of the job
Reporting to the Child Protection Specialist, the incumbent is accountable for professional technical contribution to the Child Protection project design, planning, administration, monitoring and its evaluation.

Major tasks to be accomplished
–    Ensure the availability of accurate, complete and up-to-date information required for effective child protection programme and project design, implementation, management, monitoring and evaluation. –    Compile Child Protection project implementation training and orientation materials to promote knowledge sharing with donors, media and all other stakeholders

Qualifications and competencies
–    University degree in the social sciences, law or child development
–    Five years of relevant professional work experience in child protection
–    Direct experience working on child and/or family issues in the legal system in Zimbabwe

Duties and responsibilities
Under the overall supervision of the FAO Sub Regional Coordinator for Southern Africa (SFS)/FAO Representative in Zimbabwe and the direct supervision of the Sub-regional Forestry Officer SFS, the incumbent will provide leadership, technical support and coordinate outputs, activities and inputs for the FAO-EU project “FORESTS FORCES – Forests Sustainably Managed for Communities, Environment and Shocks Resilience”.

In particular, the incumbent will
–    Coordinate, monitor and manage technical and financial inputs to the project activities implemented by FAO and its implementing partners
–    Collaborate with team leaders from partner organizations, technical backstopping officers, international and national consultants, private sector, NGOs, and government officials to plan and implement outputs and activities of the project
–    Prepare contracts with partners for implementation of project components, monitor implementation of the contract and ensure coordination and complementarily of the activities implemented by FAO and its implementing partners

Minimum requirements
Candidates should meet the following:
–    Degree in Forestry, Environmental sciences or a related field
–    Minimum of ten years of relevant experience in management position in the forestry sector of Zimbabwe, including coordination, planning and communication
–    Working knowledge of English and at least one of the main local languages used in Zimbabwe

The role of the United Nations in Zimbabwe has become increasingly important, as both the Government of Zimbabwe and its Development Partners consider the United Nations Country Team to be a key strategic partner and as playing a vital role in coordinating and channeling support to the country.

The United Nations Resident Coordinator’s Office (UNRCO) is supporting the UNCT in these processes. –    Assist in the preparation of monthly financial reports to the donor
–    Maintain a office asset register and be responsible for asset administration at sub office
–    Maintain a register of program inventories i.e. receiving and issuing out of program accessories
–    Arrange office and program meetings
–    Perform other related administrative, accounting and finance duties as may be assigned

Ability to
–    Interact effectively with the public and other employees
–    Plan and direct the maintenance of the sub office financial records
–    Effectively communicate both verbally and in writing.

Education/professional qualifications
–    3 A Levels including accounts
–    Studying towards a professional Qualification (Part C) e.g. IAC, CIS, is an added advantage
–    Knowledge of principles, practices and methods of accounting and budget preparation and analysis

Purpose of the job
Under close supervision and technical guidance from the Child Protection Specialist, collects information, maintains records and prepares documentation and correspondence pertaining to programme activities. This assistant will work on a dynamic portfolio of violence prevention and response initiatives, contributing to programmes that will support the government and its partners to keep children safe from violence and abuse.

Major tasks to be accomplished
–    Process disbursement and liquidations to partners and payments to contractors including drafting payment disbursement letters and follow up on acknowledgement of receipts from partners
–    Raise Funds Reservations and Funds Commitments and other functions related to UNICEF’s financial management system (VISION)
–    Maintain efficient filing systems for financial and other records electronically and in hard copies
–    Undertake financial and assurance visits to key partners; and provide technical support to relevant capacity building priorities
–    Support the finalization of, particularly budget related, components of new partnership agreements with government and civil society organisations
–    Providing UNICEF Child Protection Section with regular financial expenditure reports and ongoing strategic direction on expenditure trends and thereby ensuring compliance with donor requirements on expenditure of the relevant PBAs
–    Support Child Protection Team with other administrative, logistical and financial tasks as allocated by the post Supervisor

Qualifications and competencies
–    Completion of secondary education and ability to operate financial programmes and software
–    Additional commercial training in accounting or finance is desirable
–    At least 7 years of administrative experience, including record-keeping and processing of information
–    Demonstrable proficiency in computer application packages
–    Good communication and organizational skills
–    Ability to work in a multicultural environment.

Description

Responsibilities:

  • Facilitate strengthening of the business linkages between Agrodealers /Farmers Commodity Associations in all the 8 rural provinces and private sector input/outputcompanies.
  • Strengthen the business model and governance structures of the Agrodealers Association of Zimbabwe (ADAZ) so that the organisation is better placed to represent the commercial interests of its membership.
  • Strengthen the business model and governance structures of selected high potential Farmers Commodity Associations so that these institutions develop stronger capacity to deliver market driven quality services to their membership.
  • Facilitate negotiation of deals with the private sector to facilitate improved smallholder farmers access to agricultural inputs at competitive prices.
  • Support ADAZ to establish a viable credit guarantee scheme suitable. for its membership.
  • Facilitate capacity strengthening of Small and Medium Enterprises (SMEs) thatprovide Agribusiness Development Services to small scale farmers.

 

Requirements

The successful candidates are expected to have the following competencies:

  • Solid business understanding, preferably with an MBA.
  • Minimum of 5 Years’ experience in Agribusiness initiatives linking agribusiness value chain actors to the private sector.
  • Solid understanding of smallholder agriculture in Zimbabwe including input and output distribution channels.
  • At least 5 years’ experience providing mentorship for business development preferably in the Agriculture sector.
