Formulates and implements CO strategies related to resource mobilization and partnerships building, focusing on achievement of the following results:

  • External and internal analysis for assessing Country Office opportunities for resource mobilization;
  • Support Country Director and Resident Representative in resource mobilization;
  • Scanning of the opportunities in the country based on partner-specific intelligence and the competitive landscape; identification where the CO competency strengths overlap with partner/client needs;
  • Analysis of key development and sectoral policies currently being discussed and implemented in the country and key donors willing to support policies;
  • Development of a detailed Partnership and Resource Mobilization (PRM) CO Strategy with planning tools to implement the strategy;

Key Functions

The incumbent will be a key member of the M&E section and will be responsible for data collection, processing and compilation into reports.

 

Duties and Responsibilities

  • Assist the M&E Officer with follow up on all M&E reports/activities from provinces and implementing partners
  • Receive all M&E reports and keep up to date files of M&E reports and documentation

Requirements

Qualifications and experience

Degree/diploma in Social sciences, Statistics, or other health related field. A specific qualification in M&E will be an added advantage. A minimum of two years experience working in a similar position and working with a network of organisations

 

Knowledge, skills and abilities

  • Demonstrable in-depth understanding of malaria M&E systems and malaria programming
  • Significant ability to handle large quantitative data sets, with strong analytical and report writing skills.

The Ministry of Health and Child Care (MQHCC) plans to conduct a National Drug Resistant TB survey (DRS) in 2015 in collaboration with the WHO and the Union.

 

The primary objectives of the survey are to:

  • Establish the magnitude of the MDR TB burden in the Zimbabwean Population.
  • Provide a baseline for future measurement of trends in the burden of disease.
  • Identify risk factors leading to DR- TB

 

The secondary objectives of the survey are to:

  • To assess HIV burden in general TB population.
  • To assess drug resistance patterns to TB medicines.

 

National DRS Biostatistician

 

The National TB programme is seeking the services of a part-time Biostatistician to provide data management services for the DRS working in close collaboration with the DRS Coordinator, ZIMSTATS and the Directorate of Laboratory Services. The Biostatistician works under the supervision of the DRS Co-ordinator.

 

Survey data management is aimed at producing high-quality data on individual characteristics and aggregated indicators. Managing survey data appropriately ensures that the data are complete, reliable, and processed correctly, and that data integrity is preserved. Data management includes all processes and procedures for collecting, handling, and manipulating, analyzing, and storing/archiving data from the start of the study to its completion. The Biostatistician is overally responsible for Survey data management and analysis working closely with ZIMSTATS.

 

Main duties shall be:

  • Work closely with ZIMSTATs in the design of the survey data base.
  • Code and format survey questionnaire.
  • Develop survey data analysis plan and oversee its implementation.
  • Manage and manipulate data base.
  • Review and analyze pilot survey results and make appropriate adjustments to the data collection tools, data base and data analysis plan.
  • Conduct training of survey site staff on the data collection tools.
  • Provide regular updates to the DRS Coordinator on data quality and query generation and resolution during the survey.
  • Perform statistical analysis at the conclusion of the survey.

Requirements

Qualifications and aptitudes:

The candidate shall have:

  • Basic university degree.
  • An advanced degree in Epidemiology or Biostatistics (Masters or Doctorate)
  • At least 3 years’ demonstrable experience in the design, management and evaluation of study protocols and health status questionnaires, sample selection and analysis.

Overview:

The Ministry of Health and Child Care (MOHCC) is implementing an Electronic Recording and Reporting System (TERR) for the National Tuberculosis Programme and anElectronic Patient Monitoring System (EPMS) for the HIV Programme to improve the quality and use, of data and therefore enhance delivery of health services to the nation. The MOHCC wishes to revise the design and operationalization of the TERR with an objective of making the system becoming fully integrated with the EPMS and the National Health Information, DHIS2 platform. The National TB program with funding from Challenge TB therefore intends to hire an IT officer who has requisitequalifications, motivated and with relevant skills and experience. The position is on a yearly renewable contract basis based on the performance of the incumbent and availability of funding.

 

Overall Responsibility:

The IT Officer will oversee the development and implementation of a revised TERR and ensure seamless integration with the DHIS2 and HIV EPMS.

 

Specific Tasks:

 

  • Participates in review of paper data tools in terms of how they can be used vis-a-vis electronic records
  • Assist in the gathering of user requirements and creation of the system design and functional specifications for all new development projects
  • Research specific technical software and related questions and problems from users and management, relating to software systems.
  • Integrate existing software products and get incompatible platforms to work together;
  • Oversee system structure design and system programming

The Ministry of Health and Child Care (MQHCC) plans to conduct a National Drug Resistant TB survey (DRS) in 2015 in collaboration with the WHO and the Union.

 

The primary objectives of the survey are to:

  • Establish the magnitude of the MDR TB burden in the Zimbabwean Population.
  • Provide a baseline for future measurement of trends in the burden of disease.
  • Identify risk factors leading to DR- TB

 

The secondary objectives of the survey are to:

  • To assess HIV burden in general TB population.
  • To assess drug resistance patterns to TB medicines.

 

National DRS Co-ordinator

The MOHCC, National TB Programme (NTP) intends to engage a DRS Co-ordinator to oversee the implementation of the survey. The DRS Coordinator will work under the direct supervision of the Deputy Director AIDS & TB Programme (TB Control). The DRS Co-ordinator acts as the secretariat for the DRS Management Committee.

 

Overall Responsibilities:

The survey co-ordinator is the focal point for day-to-day management of the DR TB survey; he/she manages implementation of the survey and supervises work of field tearns.

 

Main duties:

1. To ensure smooth flow of all phases of the DR TB survey including:

a. Pre-survey (preparatory) phase-

  • Organize and coordinate ,logistics & meetings for all preparatory stages of the survey
  • Conduct training of survey personnel
  • Plan the fieldwork -supervision schedules, staff deployment, pilot-testing and its evaluation.

 

b. Survey phase-

  • Organize and co-ordinate field visits
  • Conduct site support visits and mentoring and ensure process and procedures are in line with the approved protocol.
  • Co-ordinate timely production of monthly field survey reports.
  • Co-ordinate with the Directorate of Laboratory services to ensure non-interrupted supply of laboratory consumables and reagents in survey clusters.
  • Co-ordinate with survey sites to ensure timely collection and transportation of survey samples.
  • Co-ordinate with the ZIMSTATS to ensure high standards of data collation and timely submission.
  • Ensure all cases of drug resistant TB identified during the DRS are initiated on treatment and provided a full package of care in line with the National Guidelines without delay.

 

c. Post-survey phase

  • In collaboration with ZIMSTATS coordinates the processes of data cleaning, merging and analysis.
  • Actively participate in the compilation of the survey report.

2. Manage the Survey Office at Ministry of Health and Child Care in the AIDS and TB programme

3. Any other duties relevant to the DR TB Survey as assigned by PI.

Requirements

Qualifications:

  • A basic health training background.
  • Advanced Public Health qualification (Masters or Doctorate).
  • At least 3 years’ of proven research experience in public health.
  • knowledge of public health research and epidemiology

 

Conditions of employment:

  • An initial contract of 9 months is offered and may be extended depending on performance and availability of funding.
