The Clinton Health Access Initiative (CHAI) is a global health organization committed to strengthening integrated health systems in the developing world and expanding access to care and treatment for HIV/AIDS, malaria and other diseases. CHAI’s solution-oriented approach focuses on improving market dynamics for medicines and diagnostics; lowering prices for treatment; accelerating access to life-saving technologies; and helping governments build the capacity required for high-quality care and treatment programs.
CHAI is seeking a dynamic and driven individual to fill the position of Senior Program Manager for its programs implemented in partnership with Zimbabwe’s Ministry of Health and Child Care. The individual must have outstanding track record for achieving results through sound strategies.
Position Overview: Based in Harare, the Senior Program Manager will be responsible for the management, supervision and evaluation of Access Programs (Diagnostic Access, and Access to medicines programs), Sustainable Health Financing and HRH to achieve set objectives. The manager will work in liaison with global teams, donors and in-country partners as well as the Ministry of Health and Child Care (MOHCC) to maintain strong relationships. As a member of the senior management team, the manager will participate in strategic planning and budgeting initiatives in addition to problem solving. Responsibilities: As a key representative of CHAI in Zimbabwe, the Senior Program Manager will:
- Oversee and supervise the operational plans of Access program, Sustainable Health Financing, HRH and other new initiatives program activities, and continually identify opportunities for CHAI to add value and maximize impact

Associate Global Malaria Harare, Zimbabwe – Jobs Vacancy 2015
Overview: Founded in 2002 by President William J. Clinton, the Clinton Health Access Initiative (CHAI) is a global health organization committed to strengthening integrated health systems around the world and expanding access to care and treatment for HIV/AIDS, malaria and other illnesses. Based on the premise that business oriented strategy can facilitate solutions to global health challenges, CHAI acts as a catalyst to mobilize new resources and optimize the impact of these resources to save lives, via improved organization of commodity markets and more effective local management. By working in association with governments and other NGO partners, CHAI is focused on large scale impact and, to date, CHAI has secured lower pricing agreements for treatment options in more than 70 countries. In addition, CHAI’s teams are working side-by-side with over 30 governments to tackle many of the largest barriers to effective treatment and care.
Malaria is one of the world’s most important causes of illness, death and lost economic productivity. Over the past decade, dramatic increases in donor funding have facilitated scale-up of effective interventions to prevent, diagnose, and treat malaria. This investment has successfully reduced the burden of malaria in many settings, and some countries have begun planning to eliminate it altogether. Yet these gains are fragile: global funding for malaria remains short of what is needed, last decade’s rapid growth in malaria financing appears to have halted, and resistance to insecticides and drugs threatens to set back efforts. CHAI’s global malaria program provides direct management and technical support to countries around the globe to strengthen their malaria programs and reduce the burden of this preventable, treatable disease. We support governments to scale up effective interventions for prevention, diagnosis, treatment and surveillance, with the goals of sustainably reducing the number of malaria-related illnesses and deaths worldwide in the short-term and accelerating progress towards malaria elimination in the long term.
Summary of Position: CHAI is seeking a highly motivated individual to help develop and execute more effective anti-malaria programs in countries in the southern African region. The region includes both low endemic (Botswana, Namibia, South Africa, Swaziland) and higher endemic countries (Zimbabwe, Mozambique). Some of these countries in the region are close to eliminating malaria (Swaziland) while others have declared the intent to eliminate malaria in coming years (South Africa, Botswana, Namibia and Southern Zimbabwe). However, the process of actually eliminating malaria requires extra ordinary efforts. One of CHAI’s primary areas of focus for the region is malaria diagnosis. As countries move closer to elimination, it becomes imperative that all cases are confirmed prior to receiving treatment with antimalarial drugs and subsequently reported into the national surveillance system. While most countries in the region have made great progress on making confirmatory diagnosis available, work remains to promote and ensure access to affordable and quality assured malaria diagnostic tools for all. These tools include malaria rapid diagnostic tests and microscopy in routine case management practices, but may also include more sensitive, molecular based diagnostic tools.
To improve diagnosis in southern African countries, the associate is expected to support the country teams in developing a diagnosis strategy tailored to each of the countries and help the teams execute against these malaria diagnosis strategies. The Associate will be part of the Global malaria team, based in the region, and will report directly to the global malaria diagnosis manager and the regional malaria manager.

CHAI also supports planning around the sustainability of health financing in several countries through advocating for an increase in domestic financing from the government and designing innovative financing mechanisms, as well as identifying efficiency opportunities in the health sector.
Summary of Position: The Clinton Health Access Initiative is looking for a Health Financing Analyst to assist the Ministry of Health and Child Care in addressing significant funding shortfalls in its health-related programming, and to provide assistance in optimizing use of financial resources available in the health sector by identifying program inefficiencies and improving allocation of resources in the health sector.
The Health Financing Analyst will provide critical support in the quantification and mapping of funding needs and available resources, understanding current costs of health interventions, helping the governments to identify funding gaps and access additional resources, and assessing the feasibility of a menu of financing options to expand the fiscal space within the health sector. The Analyst will also provide support around the development of a health financing policy and strategy for Zimbabwe. The Analyst will be a part of a team that works very closely with the Ministry of Health, interacting on a regular basis with donors, NGOs and civil society.
This is a challenging but very rewarding position which will have direct and near-term impact on thousands of patients in need of life-saving treatment. Responsibilities: Provide robust data management and analytical support to the in-country team, and actively participate in structuring the analytical approach and problem solving in areas such as:
- Review specific funding channels to understand funding flows and potential areas of inefficiencies
- Actively lead support for the resource mapping exercise to track funding flows from both the government and health sector stakeholders
- Build and use tools to assess potential for improved efficiency and effectiveness of health sector interventions
- Model current costs of providing key health interventions at the national and facility levels
- Develop revenue projection models to assess potential for innovative financing mechanisms in the health sector including some work on health insurance schemes
- Support health financing policy analysis and drafting in collaboration with CHAI team, government, and partners
- Support management of processes to develop policy recommendations, conduct analyses, and seek stakeholder input
- Working with the government throughout planning and implementation phases of the budget to ensure skills transfer and government ownership, and provide technical support as needed
- Collaborate with other CHAI teams and provide strategic and analytical support on cross-cutting projects
- Develop and maintain cordial and productive work relationships with senior government and partner officials
- Effectively represent CHAI in various TWG, and partner fora
- Maintain a current understanding of the program environment including goals and partner landscape
- Support program budgeting and reporting
Qualifications:
- Bachelor’s degree in an area related to finance and economics, health economics or related degree in public health with a minimum of two years of professional experience
- Very strong quantitative skills, including significant experience working in excel on budgeting, costing and modeling
- Strong interpersonal skills and ability to build strong professional relationships with a range of stakeholders
- Exceptional diplomatic and interpersonal skills
- Excellent organizational, entrepreneurial and problem solving skills
- Strong communication skills, including the ability to prepare compelling presentations
- Ability to think strategically, handle ambiguity, and problem solve in a fast-paced, limited-structure, multicultural environment
