The USAID-funded PMI AIRS (Africa Indoor Residual Spraying 2) Project supports the President’s Malaria Initiative (PMI), as well as USAID Missions and Bureaus with malaria programs outside the PMI focus countries, in planning and implementing IRS programs with the overall goal of reducing the burden of malaria in Africa by enhancing USAID’s ability to implement IRS programs on the ground through cost-effective commodities procurement and logistics systems, access to technical expertise, and implementation of IRS in countries affected by malaria.
Under the supervision of the Zimbabwe Chief of Party, the Technical Specialist 11 / Country Operations Manager provides organizational and logistical management for the project’s IRS operations.
- Manages the overall planning and implementation of all project spray operations in Zimbabwe, including:
- Developing annual operations activity schedules,
- Conducting geographic reconnaissance,
- Identifying, and overseeing the preparation and renovation of, spray operation sites/bases,

3DE
Demand-Driven Evaluations for Decisions (3DE) is a pioneering approach to support Ministries active in the health sector with evidence-based decision-making by conducting rigorous impact evaluations in a demand-driven, rapid and efficient way. 3DE seeks to generate reliable impact evidence that fills information gaps identified by Ministries and is subsequently used to catalyze implementation of cost-effective action, often in the form of policy formulation or program roll-out. The 3DE program is implemented under the leadership of the respective CHAI country office and CHAI’s Applied Analytics Team (AAT), a global team that catalyzes rigorous analytics to improve health care delivery. 3DE was launched in 2012 in Zambia and Uganda, and beginning in 2015, the program will be operating in Rwanda, Zambia and Zimbabwe.
CHAI is seeking three 3DE Coordinators to support the design, implementation and dissemination of applied impact evaluations on a diverse range of health topics. In Zimbabwe, in addition to other programs, CHAI is working to prevent the transmission of HIV from mother to child (PMTCT) by ensuring that the healthcare system is able to provide mothers and children with access to the full cascade of prevention services at all stages of transmission risk.
CHAI’s PMTCT Program has received a grant from WHO-CIDA to implement an operations research project- Evidence for Elimination– that aims to evaluate alternate interventions that may help increase retention on anti-retroviral treatment amongst HIV-positive pregnant women under the national PMTCT programme. Now in its final year, the program is seeking a dynamic, highly motivated individual for the position of Analyst.
Responsibilities: This position will be based in Harare, with significant field travel required. The Analyst will report to the Program Manager and will work in collaboration with the Study Coordinator to: Research Implementation and Compliance, Monitoring and Evaluation:

Background
The Ministry of Environment Water and Climate has been implementing the project entitled National Biodiversity Planning to Support the Implementation of the CBD 2011-2020 Strategic Plan in Zimbabwe that was signed by Ministry of Finance, Ministry of Environment, Water and Climate and the United Nations Development Programme and ended on 31 March 2015. The project was extended by four months to 31st July 2015 to allow for additional work on spatial data analysis to be completed. The spatial data analysis was done and the Project has now been completed operationally with the production of a draft Strategy and Action Plan, the 5th National Report. A Clearing House Mechanism (CHM) for biodiversity has also been developed. However, there is need finalise and print project documents (5th National Report and the NBSAP) and to launch them officially. Towards the end of the project the NBSAP targets were revised. The revision of the targets in the 5th National Report has been necessitated by the comments from the NBSAP Peer Review and the PULSE Lab work. The documents are at the editorial stage and will need to be launched by the Honourable Minister of Environment Water and Climate once printed.
A consultant is therefore required to finalise the processes with the editor, to coordinate the launch and prepare a presentation for the launch. Services required to edit the Fifth National Report to the CBD, is to review the revised targets incorporate them in the 5th National Report. The Biodiversity Clearing House Mechanism which has been set up in the Ministry also need to be reviewed and finalised.
Duties and Responsibilities

- Revise the National Biodiversity Strategy and Action Plan (NBSAP) and incorporate the suggestions made at the validation workshop;
- Incorporate spatial data generated from the spatial data analysis into the NBSAP and make the necessary changes in text and figures;
- Proof-read the final version of the NBSAP document and ensure that all changes suggested by stakeholders are incorporated;
- Revise the Fifth National Report and ensure that National Targets in the document reflect those in the NBSAP document;
- Prepare both the NBSAP and Fifth National Report electronic versions of the documents for distribution to stakeholders on appropriate media (CD-ROMs and/or flash disks);
- Coordinate the population of the Clearing House Mechanism and ensure the necessary access levels are installed for the Ministry of Environment, Water and Climate staff and stakeholders;
- Coordinate the process of installing the CHM online;
- Facilitate launch of printed NBSAP and Fifth National Report documents by the Minister of Environment Water and Climate;
- Prepare presentation for launch;
- Make a presentation on the launch;
- Prepare and facilitate hand over of project material to UNDP and Ministry of Environment Water and Climate.

The officer will work closely with the Programme Specialist, Reproductive Health (UNFPA, the Deputy Director Reproductive Health in the Ministry of Health and Child. Welfare and the Department of Public Works.
Specific Duties and Responsibilities
- Implement MWHs refurbishments in the MDG initiative under the guidance of the Operations Manager, Programme Specialist, RH and The Technical Specialist for Maternal Health.
- Prepare work fiscal and delivery/construction program in line with project objectives
- Come up with works specifications for individual health facilities and generate bills of quantities and approximate cost for the repairs per facility.
- Participate in the tendering process and evaluation of technical bids, submitted by construction companies, and make recommendations
- Advise on contract preparation and award procedure ensuring conformity with UNFPA procurement and financial rules and regulations
- Handing over of works to contractors
- Regular site visits at all stages of refurbishment in order to verify and confirm quality of the refurbishment work. Quality control to be verified using proven instruments particularly on reinforced concrete, finishes, wiring, plumbing, framing and joinery
- Through site visits guide the site supervisors in construction/refurbishment supervision and contract administration in accordance with relevant contract conditions and specifications
- Certifying completion of the work
- Hand over to Ministry of Health and Child Welfare
- Assist with preparation of monthly and quarterly reports and submit summary of relevant information with recommendations to the supervisor
- Represent the project as required in Inter-Agency mechanisms, with appropriate Government authorities and donors
- Ensure effective coordination with all stakeholders
Deliverables/Final Product
- Costed bill of quantities
- Field visit reports
- Completed renovations of 1 05 maternity waiting homes
After practical completion and handover of refurbished MWHS to the MOHCW and prior or upon final completion, final handover reports are to be produced containing narrative of all project activities and outcomes, financial expenditure and all relevant technical handover documents
Requirements
Academic Requirements:
- At least a Diploma in Quantity surveying and Construction Engineering or equivalent. Degree in infrastructure related discipline; Civil Engineering, Quantity surveyor equivalent and added advantage. Relevant demonstrated experience can be substituted for academic qualifications.
- Prospective candidates must have background in quantity surveying and experience in construction project management.
- Minimum 5 years’ experience out of which preferably 3 at managerial level
- Hands-on experience working with Government structures
- Excellent written and spoken. English, knowledge of Shona or Ndebele essential.
- Proficiency in office software applications.
