Background
DRC is looking for a highly competent candidate to lead its Country Program, Partnership and Staff in South Sudan. The new Country Coordinator (CC) will be part of the DRC East and Horn of Africa Regional Team. Under the lead and supervision of the DRC Head of Region based in Addis Ababa, the incoming CC will have the overall responsibility of the DRC partnership and programmes in South Sudan. The CC will be based in Juba.
The South Sudan portfolio and partnership has high priority for DRC. 2017-turnover is expected to be 32 M DKK with 3-4 delegates under the supervision of the country coordinator; supporting implementation through South Sudan Red Cross Society (SSRCS), ICRS and IFRC.
Danish Red Cross is leading the support to SSRCS within Disaster Management and Psycho Social Support as well as the Capacity Development of the Bor Branch in former Jonglei State. Danish Red Cross has the lead on dialogue with ECHO among the Red Cross Partnering National Societies. Key focus areas of the incoming Country coordinator is to ensure financial sustainability through MoFA, EU and other Donor funding, as well as partnership and programmatic strengthening of the DRC engagement in South Sudan in particular with SSRCS and ICRC. DRC has had an established presence in South Sudan since 2006 with a well-functioning partnership with SSRCS and a key thematic focus on Disaster Response and Management, Integrated Community Resilience, the nexus between humanitarian and development focus and Psychosocial Support.
DRC is under the ICRC security set-up in South Sudan, but the CC is responsible for the day-to-day security management of the delegates.
Responsibilities
- Overall management of DRC’s portfolio in South Sudan (in 2017: 4 projects with a turnover of approx. 23 M DKK + 9 MDKK implemented through ICRC and IFRC);
- Represent DRC; develop and coordinate the partnership with South Sudan Red Cross (SSRC), ICRC, IFRC and other relevant in-country partners;
- Ensure the daily supervision of DRC delegates and consultants in South Sudan;
- Provide technical assistance to DRC delegates and SSRC with respect to the formulation, implementation, monitoring and evaluation of projects and activities;
- Ensure a sustainable strategic and programmatic development of the country portfolio program (In pipeline: 2017 ECHO application, 2018 MoFA Frame application). Explore new fundraising possibilities and initiate and lead relevant funding applications in collaboration with SRCS;
- Ensure that all DRC activities are compliant with DRC international strategy, in line with the South Sudan Country Strategy, RC movement SOP’s and donor requirements and guidelines.

Profile
The ideal candidate holds a Master’s Degree in a relevant academic field
Experience:
- Minimum of 7 years’ experience in community based programming and working with humanitarian organisations in developing, disaster/conflict and post-emergency situations
- Solid experience with supervision and team management
- Proven expertise within project cycle and financial management including experience from working in consortia.

Position context and key challenges
ACTED has been present in South Sudan since 2007, and is currently operating in Western Bahr-el-Ghazal, Warrap, Jonglei, Upper Nile, Lakes, and Central Equatoria states. ACTED focuses on emergency and relief works around water, sanitation and hygiene promotion; basic infrastructure; food security and livelihoods; and integrated camp management. All of these interventions continue to provide basic and life-saving assistance to vulnerable populations, specifically IDPs, refugees and host communities.
Since the aftermath of the South Sudanese conflict that erupted in December 2013, ACTED has been contributing to the delivery of humanitarian services to 1.7 million displaced persons, 270,767 refugees, and 5.1 million people in need. ACTED continues to providing camp management services in 2 Protection of Civilian (POC) Sites, 1 informal settlement and 2 refugee camps, while contributing to Camp Coordination as co-lead of the Camp Coordination and Camp Management cluster. Acknowledging the importance of engaging in early recovery to transition towards sustainable solutions, ACTED supports communities in improving their livelihoods through the promotion of income generating activities, community saving groups, and Agro Pastoralist Field schools in Greater Bahr al Ghazal, Greater Upper Nile and Lakes.
Improving effective delivery of services in displacement sites
As camp manager, ACTED coordinates the delivery of services to internally displaced people and refugees in Maban, Awerial, Bor and Juba Counties benefiting a total of over 140,000 refugees and 110,000 internally displaced persons. Within the scope of camp management interventions, ACTED’s team in South Sudan undertake a multi-sectoral approach to establish and empower internal governance structures, ensure access to water and hygienic facilities, facilitate peace between host and displaced communities, and increase the protection of people with special needs. A high emphasis was put in establishing accountability and feedback system at the various displacement sites to improve the delivery of services.
Ensuring access to safe water and a sanitary and hygienic living environment
In 2015, ACTED prioritized the provision of water and sanitation services to people at risk of disease outbreak as well as displaced populations with limited access to water and sanitation facilities. ACTED has been expanding the provision of water and sanitation services to the refugee population of Doro, Kaya and Gendrassa camp and improved sanitation practices in rural areas such as Akobo county.
Improving food security and ensuring access to livelihoods
ACTED’s interventions focud on first addressing the dire food security needs of displaced populations through emergency food distributions within internally displaced and refugee camps, while also working to improve the resilience of vulnerable people across the country through seed and tool distributions and the offer of food for the construction of community assets. Through this approach, ACTED aims to both address food insecurity in displaced populations while building population resilience in the transition towards early recovery, managing to reach over 150,000 beneficiaries.
Transitioning into early recovery
As the country slowly recovers from the havoc wrought from decades of conflict, ACTED’s programming increasingly focus on building resilience and improving living conditions of the country’s poor and displaced populations. Moving forward, ACTED’s camp team is looking at devising and executing comprehensive plans for the return or integration of displaced populations. Secondly, ACTED aims to increase the living standards and ensure the livelihoods of the South Sudanese population, via increasing access to income generating activities and sustainable incomes, tackling the underlying drivers of food insecurity and poverty.
Key roles and responsibilities
Main responsibilities: Ø Establish and ensure a transparent system of management including the coordination of services and other activities.
Ø Supervise the mobilization and the participation of the population allocated in the management system of the camp, with a focus on the insertion of the women
Ø Supervise the maintenance of the infrastructure of the camp.
Ø Set up an information management system in the camp, including the collection and the supply of data and the transparent sharing of the information.
Ø Follow-up the supply of services in all the sectors of the camp according to the agreed directives, the standards and indicators.
Ø Identify the gaps, estimate and analyze the needs of the camp to avoid the duplication of services and gaps in the help and the protection of the displaced population.

Ø Set up committees of camp in all the sectors, and make sure that equal access is made for men/women, boys/girls.
Ø Follow-up and ensure that the committees of camps act and behave according to the agreed Code of conduct.
Ø Favor the self-sufficiency of the population of the camp and the empowerment in decision-making in the camp management.
Ø Organize and execute, and\or oversee the follow-up of the recording of the population of the camp, update the data of the population of the camp.
Ø Make the link between the various communities and the groups living in the camp and favor a peaceful coexistence.

Background
On July 9th 2011, following the independence of South Sudan, the structures of the Sudan Red Crescent in South Sudan was transformed into the South Sudan Red Cross (SSRC). As a Society, South Sudan Red Cross is still relatively young and the major challenges of operating within SSRC are related to the very limited organizational capacities and structures that exist. This is exacerbated by the unstable context in which the Society operates, following the 15th December 2013 and July 2016 armed conflict that has affected mostly women, children and the youth adversely in the entire country, food insecurity and a cholera epidemic. In July 2016 the second major fighting began in Juba spreading to other parts of the country displacing many families and a number of reported deaths. It is estimated that since the violence flared in Juba in July 2016 and spread to the previously peaceful southern Equatorial states of South Sudan, 340,000 people have fled the violence into neighboring Uganda. Young people are potentially a tremendous force for change in conflict-affected countries, both positively and negatively. Although there are no official data on unemployment rate in South Sudan it is estimated that more than 60% of the young people 15- 24 years (UNESCO 2014, TVET Policy Review South Sudan) have not acquired basic skills and education.
NLRC has been supporting in building the capacity of SSRC staff, volunteers and projects mainly regarding health activities, response preparedness, OD projects, SGBV and now the youth and livelihoods project. Currently NLRC is supporting SSRC to engage with the Ministry of Information, Culture, Youth & Sports (MoCYS) at Jubek State for the implementation of 2½ years (2016 – June 2018) youth project targeting 5000 vulnerable male and female youth for foods security, income generation, psychosocial support and the application of integrated risk management (IRM) i.e. disaster risk reduction (DRR), climate change adaptation (CCA) and environmental management. The youth development project is implemented in complementarity and synergy with partners for resilience (PfR) II project which is focusing on lobbying and advocacy for IRM mainstreamed policies, IRM sensitive public and private investments and IRM focused programs/projects that will contribute for the resilience of the most vulnerable communities.
The NLRC is also focused on supporting SSRC for the implementation of an integrated project approach involving health, food security and livelihoods.
Purpose of the position
The Health and livelihoods delegate is responsible for providing technical and programme support to South Sudan Red Cross Society (SSRC) in design, planning and monitoring of the NLRC supported projects and to ensure effective and efficient implementation and reporting accordingly seeking to maximize integration with sectoral interventions including health, psychosocial support, food security and livelihoods to build sustainable community capacity and strengthen community resilience. Purpose of the position
In South Sudan the prevalence and impact of Sexual and Gender Based Violence (SGBV) is widespread. The 15th December 2013 and the July 2016 clashes between different armed actors have displaced many people with some crossing the border to Uganda and the neighboring countries. The majority of those people affected are women and children and their physical, emotional health and wellbeing has been weakened by their experiences of the conflict including gender based violence. This has an effect on the health and resilience of some of the most vulnerable members of the South Sudan community. An urgent response was needed from NLRC, with the internal conflict in South Sudan adding to community need. In collaboration with Red Cross Movement partners and other actors NLRC has been supporting SSRC with a 5-year intervention to strengthen community and existing public health structures for prevention, care and support of SGBV. The SGBV Project Manager will provide technical and programme lead to South Sudan Red Cross staff to effectively implement SGBV prevention and response activities in Jubek State, Lanya county in Yei State and Terekeka State. The SGBV team works closely with the Psychosocial and health departments to ensure an integrated and comprehensive care is available.
Background
South Sudan has considerable challenges regarding security, lack of access to basic services such as health care service delivery and stagnating development, which are exacerbated by internal conflict. We work in partnership with the South Sudan Red Cross Society (SSRC) and in synergy with other actors, particularly the Red Cross movement. Through our work we seek to assist those in need, while providing support in effectively preparing and responding to emergencies. Particular areas of intervention are community health including sexual and reproductive health, WASH, disaster preparedness, community disaster reduction activities and responding to sudden and chronic crises, particularly in Jubek State, Terakeka State and Lanya County in Yei State. NLRC works in partnership with SSRC focusing on strengthening the capacities of SSRC staff and volunteer aimed at achieving efficient and effective interventions to the community and strengthen their resilience.
Position in the organization
