Job Summary

Reporting to the Director Social Franchising, the candidate will provide effective leadership and strategic management of PSI Zimbabwe’s interventions in HIV prevention and reproductive health to ensure they are targeted; evidence based, and use international best practice approaches to achieve health impact.

Description

Responsibilities:

  • Overall management and leadership for growth and development of PSI/Z’s HIV
    testing and counseling and post-test support services franchise networks.
  • Assist in proposal writing and designing oflogical frameworks for different
    donor requirements and indicators.
  • Report writing, oversight of deliverables, implementation, and work plan
    development.
  • Design, execute and evaluate pilot projects, plan for scale up, develop
    assessment tools for pilot sites and implementation sites.
  • Develop and manage departmental budgets.
  • Oversee procurement and management of supplies and equipment.
  • Supervise contracts and manage sub-awards.
  • Allocate human and financial resources, including skills assessment and
    rationalization of personnel.
  • Build capacity of the services team through effective training, supervision and
    mentoring.
  • Develop and disseminate good practice and lessons learned documents for HIV
    testing and counseling and post-test support services.
  • Organize local technical workshops to disseminate good practice, share knowledge
    and experience and provide training.
  • Ensure development of high quality training protocols for HIV testing and
    counseling and post-test support services and integrated medical services.
  • Ensure development of tools and job aids for HIV counseling and testing and
    post-test support services and integrated services.
  • Supervise the development and implementation of quality assurance plans.
  • Cooperation with other departments of PSI/Z (Male Circumcision, Communication.
    Sales, Research departments).
  • Represent PSI/Z in national fora and technical working groups as needed.
  • Develop and build close working relationships with Ministry of Health
    departments.
  • Provide input and help develop national guidelines, strategic plans. M&E plans.

Requirements

Qualifications and Experience:

  • At least 5 years experience in program management of large HIV prevention, HIV
    testing and counseling or other health related programs.
  • Master’s Degree in Public Health, Degree in Social Science, Clinical Psychology
    or nursing strongly desired.
  • Certificate/Diploma in HIV related counseling of advantage.
  • Experience securing funding and managing large budgets.
  • Familiarity with international health. development issues and the international
    donor community.
  • Demonstrated ability to work effectively in partnership with a variety of
    audiences and organizations.
  • Excellent writing, presentation and interpersonal communication skills
    essential.
  • Preference will be given to candidates with experience in service network
    management, knowledge of US AID regulations, and reporting requirements, and
    demonstrated ability to manage a diverse work force.
  • NGO experience strongly preferred.
