Background: The project is a five year contract designed to build the human and institutional capacity development of Salvadoran Higher Education Institutions (HEIs) and the effectiveness of key government and higher education entities to provide educational programs and research that contribute to the country’s economic growth and respond to productive sector needs. The key focus areas of the Program include: 1) Qualified human capital, for the purpose of increasing quality of tertiary education, to include training for faculty, academic staff and researchers; 2) Relevance and quality of curricula and applied research; and 3) Strengthening HEIs institutional capacity and effectiveness for sustainability through linkages with US and regional HEIs, public entities and private sector firms. Responsibilities: Serve as a liaison between the Salvadoran government counterparts (National Directorate of Higher Education at Ministry of Education, Vice-Ministry of Science and Technology, Higher Education Council), certification bodies, Salvadorian universities and community colleges, and the private sector to advocate for reform of higher educational policies that improve the quality and relevance of higher education and functioning of the sector • Strengthen capacity of HEIs to engage in policy reform and advocacy • Develop an information and monitoring system with critical indicators relevant to Higher Education policy and decision-making, specifically designed to compare HEIs’ response to market labor demands in El Salvador’s productive sector • Support the Higher Education Council’s development of its vision and strategic action plan • Support the Accreditation Commission’s development of its vision and strategic action plan • Facilitate partnerships among local HEIs and collaboration between HEIs and key higher education sector stakeholders • Coordinate with local, regional, and international organizations active in Higher Education in El Salvador. Required qualifications • Masters degree in Public Policy, Public Administration, Higher Education, Education Administration, Business Administration, Economics, or related field. PhD preferred. • Minimum of 10 years of experience working in an environment related to higher education policy, advocacy, and system reform, including any of the following: • Strong relationships with private sector, industry associations, universities and community colleges, higher education government counterparts, and other higher education stakeholders • Demonstrated track record of convening and managing academia-industry-government dialogue and collaboration • In-depth knowledge of the Salvadoran higher education system • Excellent convening ability, management, communication, negotiation, diplomacy, and interpersonal skills. • Ability to communicate professionally in Spanish and English. • Experience with USAID training regulations. • Salvadoran nationals highly encouraged to apply.
