Description
The Provincial Finance, and Administration Officer will support and leadership, managerial and technical direction for all aspects related to finance activities. S/he will support the provision of technical oversight for financial management capacity building within the project. S/he will also efficiently operate and maintain an effective financial management system. The position requires close collaboration with the Provincial Manager, Admin Assistant, Senior Administration Officer and Director of Finance and Administration to ensure application of FHI 360 and USAID regulations and policies as well as periodic review of such policies and regulations to ensure that they continue to reflect the current donor environment, regulations and practices.
Job Summary / Responsibilities
Prepare monthly financial reports for submission in accordance with FHI 360 directives to Country Office.
Prepare monthly funds request for Field Office and provide treasury and cash management.
Maintain/oversee the preparation of day-to-day office booking keeping and accounting including the periodic review of internal control process and recommend improvements.
Ensure effective Payroll Administration by ensuring timely timesheet records submission to FHI360 Trust Country office.
Assist with month end and year closeout procedures.
Maintain a sound filling system of all financial documentation and send the relevant monthly supporting documentation to FHI360 Country Office Administration and Finance Teams.
Assist all staff to correctly interpret and apply FHI360, USAID, and Project policies, systems, and regulations related to finance and budget management.
Administration
Monitor and engage in resource efficient terms and contracts with service providers such as travel agents, hotels, office suppliers, vehicle service, fuel and utilisation systems are in place on a regular basis for providing optimal working environment.
Coordinate training conferences and meetings and ensure support is provided at Provincial and District Level and keeping minutes for such events.
Manage travel arrangements for the Provincial and District staff and other events’ participants.
Manage mails correspondence system.
Manage creditors’ relations at Provincial and District Levels,
Prepare briefing materials and administrative notes for the staff for use on official missions, meetings, seminars and conferences;
Maintenance of an efficient inventory management system and safe storage of all office supplies and project materials.
Ensure that all project equipment and facilities are serviced.
Supports the planning, coordination and allocation of office space in consultation with relevant parties.
Ensure offices are secure and clean
Handle reception functions of business visitors.
Mentor, lead, supervise and performance management provincial drivers including that safety standards are met.
Any other administrative duties as assigned by Supervisor.

Knowledge, skills and abilities
Proven proactive skills in identifying cost savings, cost avoidance and efficiency opportunities.

Demonstrated expertise in building effective relationship with key internal customers and other key stakeholders.
Demonstrated knowledge in pricing, contracts negotiations, conflict resolutions, policies and procedures.
Good analytical, numerical and mature problem solving skills.
Ability to adapt easily to changing needs and patterns of work.
Excellent report writing and documentation skills.
Advanced proficiency in Microsoft Office applications such as MS Word, Excel, PowerPoint, Pastel, AccPac, Quick Books or any Accounting Software
Ability to manage and work under pressure with minimal supervision.
Good team player, positive attitude, flexible mind, comfortable in working in multi-cultural settings.
Strong sense of ethics, integrity, credibility, and respect of diversity.
Ability to communicate effectively with staff and management with diplomacy and firmness.
Ability to travel a minimum of 25%.
Qualifications
BAcc/BCom degree in Accounting, Finance and Business Administration or its recognized equivalent, and 3 – 5 years post qualification relevant experience.
Completed ACCA, CIMA, ICSA, SAA, IAC, HND or any other relevant professional qualification with 3-5 years post qualification is required.
Minimum of 3 years in a supervisory role with experience in financial management and reporting preferably in an International Non-Governmental Organization.
Possession of a Valid Clean Driver’s licence and ability to operate a 4 x 4 wheel drive vehicle.
Familiarity with U.S. Government grants or other donor funded programs, contracting and auditing standards as they apply to effective management of multi-year funds will be an added advantage.
