Job Description
International Business and Technical Consultants Incorporated (IBTCI) is seeking a team leader for an evaluation team that will conduct multi-stage cluster evaluation of a stabilization program in Somalia. This position is based in Nairobi, Kenya and requires travel throughout Somalia. The period of performance will be about 16 weeks. The estimated start date is June 1 and the position will continue until September 30, 2016.
The Evaluation Team Leader’s responsibilities will include:
Develop a cluster-based evaluation system based on the geographic regions of Somalia;
Design data collection tools and protocols and support processes;
Train the implementing partner on the use of the toolkit;
Monitor and conduct data collection across Somalia;
Prepare and deliver presentations on the findings of the baseline and endline phase of the evaluation for USAID;
Assemble the findings and recommendations into a high quality evaluation report.
The Team Leader must have the following qualifications:
Demonstrated, extensive experience in planning and conducting baseline assessments and mixed-method evaluations;
Demonstrated, extensive experience in designing and conducting public perception surveys;
Experience in fragile environments with both quantitative and qualitative data collection;
Experience with community-based programming in insecure / fragile environments;
Experience with complex statistical analysis;
Understanding of Somali gender issues;
Expert knowledge of the past and current status of governance in south central Somalia;
Knowledge of / experience with programming focused on Countering Violent Extremism;
Fluency in the Somali language preferred.
