Evaluation Advisor (Team Leader), Monitoring and Evaluation, Zimbabwe – Democracy International (DI)
Democracy International (DI) is seeking a qualified team leader for a short term monitoring and evaluation project in Zimbabwe.
USAID/Zimbabwe seeks to conduct a final performance evaluation of its Civil Society Strengthening Program. The program aims to build the capacity of non-governmental groups and individual citizens to participate in discussion on the future direction of Zimbabwe. This program aims to accomplish this by supporting local civil society organizations in acquiring skills in outreach, human resource management, financial management, and monitoring and evaluation. This evaluation will identify the successes of the program as well as distill lessons for future programming in the region.
Job Responsibilities
- In conjunction with Democracy International, conduct initial desk study and evaluation design;
- Manage a team of local subject matter experts during data collection in the field;
- Draft initial evaluation report of the Civil Society Strengthening program, respond to comments from Mission, and prepare the final report;
- Serve as the main point of contact between USAID/Zimbabwe and Democracy International and report to both; and
- Ensure efficient performance for all aspects of this contract, oversee quality control and reporting, and interact professionally with senior Mission, Embassy, and Government of Zimbabwe officials.
Required Skills and Qualifications
- A Master’s degree in social and economic development or related field; Ph.D. strongly preferred;
- At least twelve years of relevant evaluation work experience if holder of a master’s degree, or eight years of relevant work experience if holder of a Ph.D.;
- Demonstrated record of successfully supervising local experts and producing high-quality analytical reports;
- Strong analytical skills to collect, synthesize, and analyze data;
- Experience with civil society and/or capacity building projects required;
- Experience working in Zimbabwe preferred;
- Expertise in quantitative and qualitative methods;
- Strong team management and supervisory skills;
- Experience working with a range of government officials, donors, local NGOs, and academia;
- Fluency in English required; Fluency in Shona and/or Ndebele preferred;
- Demonstrated success in working with a cross-cultural team; and
- Strong technical English writing and communication skills.
