CARE began operating in Zambia in 1992. Activities initially focused on emergency relief in response to the severe drought of the early 1990s and on interventions to mitigate the effects of escalating inflation and extreme poverty in urban areas.The emphasis has since shifted to long-term, community-based development programs, working in both rural and marginal peri-urban areas. CARE Zambia’s current program portfolio is almost 100 percent development, but we have the capacity to respond to emergencies, if needed.

Development Coordinator – Communication and Advocacy

Responsibilities

Review and manage an effective communication strategy for SCALE by assessing the key information dissemination needs of the main stakeholder groups
Identify the most appropriate communication medium, frequency, audience and content and coordinate and facilitate its implementation
Ensure timely, regular and easily accessible communication and work with M&E to ensure that up to date information and lessons learnt are documented and communicated/shared
Be responsible for spearheading the development, testing and dissemination of SCALE communication materials and ensure these are continuously refined
Make a close link with CARE partners including local NGOs by arranging feedback meetings on appropriate project results materials to disseminate to the public
Respond to the wide variety of information requests from stakeholders including government ministries, and assist in the organization of workshops and meetings
Develop and manage an effective advocacy strategy for SCALE project issues in consultation with partners and ensure its implementation
Conduct capacity building initiative for partners on developing and implementing community advocacy initiatives
Qualifications

University degree in social sciences or related field
Three years of experience in advocacy work with a bias on social protection
Experience with logical framework approach and other strategic planning approaches
Ability to facilitate learning oriented analysis sessions of communications and advocacy with multiple stakeholders
Experience with information analysis and report writing
Understanding of social protection issues with focus on participatory processes and joint management
Familiarity with processes of strengthening and building local capacities for self management
Ability to make persuasive and well-reasoned presentations to project audiences and communicate effectively with the press as required
Ability to generate timely, well-written and logically presented project reports that comply with donor requirements
Demonstrated computer skills
