Deputy Director: The International Union Against Tuberculosis and Lung Disease (The Union)
The International Union Against Tuberculosis and Lung Disease (The Union) is an international scientific organisation headquartered in Paris, France, with regional and country offices in Africa, Asia Pacific, Europe, Latin America, North America and South-East Asia regions. Its mission is to bring innovation, expertise, solutions and support to address health challenges in low- and middle-income populations. With nearly 15,000 members and subscribers from 152 countries, The Union’s scientific departments focus on tuberculosis, HIV, tobacco control, lung health and non-communicable diseases, and research. Each department engages in research, provides technical assistance and offers training and other capacity-building activities leading to health solutions for the poor.The Union provides technical assistance to the National Tuberculosis Program (NTP) within the National AIDS and TB Unit of the Ministry of Health and Child Welfare (MOH&CW) in Zimbabwe.
Overall Role:
Reporting to The Director of The Union Zimbabwe Office, the Deputy Director shall create and maintain productive collaborating and supportive relationships with officials of the NTP and the MoH&CW. On a day to day basis and for administrative purposes, the postholder will work closely with The Union’s Senior Administrator in Zimbabwe, as well as:
- Assist in the provision of an annual technical assistance package from The Union to the NTP;
- Achieve the goals of The Union-managed tuberculosis control and HIV care support in the country, namely:
- a) strengthening the Zimbabwe national level NTP management capacity to provide policy direction and coordinate program implementation;
- b) supporting service delivery levels, that is provincial, city, district and primary levels of health care to effectively implement TB control interventions, including TB/HIV.
Responsibilities:
Under the supervision of The Union Zimbabwe Office Director, the Deputy Director, will perform the following duties:
Program Administration and Management
- Actively participate in the design, implementation and monitoring of project plans;
- Actively participate in the preparation of regular written technical performance reports;
- Supervise day-to-day management of The Union’s support activities in the provinces and districts, including oversight of technical support for training, support supervision and performance evaluation;
- Assist in ensuring that all project deliverables are met in a timely fashion and are of acceptable quality;
- Assist in ensuring timely development of quality written technical performance reports in accordance with projects’ requirements;
- Provide support to the NTP by participating in technical committees and meetings organised by the MoH&CW, The Union and projects, partners or donors;
- Assist in ensuring compliance with all donor-related and The Union-specific policies.
Human Resources Management Duties
- Coordinate the recruitment and induction of new technical staff, and support the recruitment of non technical staff;
- Supervise the day to day work, and conduct performance appraisals, of technical officers in all Union-led projects;
- Provide regular and constructive feedback to supervised staff to build staff capacity;
- Ensure effective communication and coordination amongst the staff in their area of supervision.
Coordination and Advocacy
- Assist The Union Zimbabwe Office Directorin representing The Union and projects led by The Union at fora for current and potential donors, MOH&CW, United Nations agencies, non-governmental organisations, United States Government partners and other stakeholders;
- Support The Union Zimbabwe Office Directorto compile and disseminate success stories from projects, to all local, regional and international stakeholders.
Other Responsibilities
- Assist in all activities that are directly or indirectly related to achievement of The Union’s goals;
- Perform other duties as assigned by The Union Zimbabwe Office Director.
Qualifications:
- Medical professional doctor with a post graduate qualification in public health or other relevant degree.
- Minimum 5 years’ experience in a senior management position, and preferably in an international environment.
- Good knowledge of key aspects of managing disease control programs, particularly TB and/or HIV programs.
- Excellent written and oral communication and report writing skills in English are essential.
- Experience in managing donor-supported health programs is preferred.
- Experience in the development and writing of concept notes; project and grants proposals an advantage.
- Strong organisational and problem-solving skills with analytical approach.
- Strong interpersonal management and leadership skills.
- Ability to work with staff to assess needs, implement and monitor activities.
- Availability to travel frequently to poorly accessible areas of the country and outside Zimbabwe.
- Represent The Union Zimbabwe Office.
- Ability to work under pressure, independently and with limited supervision.
