Country Representative, Harare, Zimbabwe
PSI seeks entrepreneurial, dynamic candidates with an interest in private sector approaches to development for the position of Country Representative for Zimbabwe.
The Country Representative is the senior PSI official in the host country and is responsible for all PSI activities in that country. The Country Representative represents PSI to government, key stakeholders and donors; directs international staff and host country national staff; develops new business opportunities; ensures contract compliance; manages financial, administrative and logistical resources; prepares and executes budgets, marketing plans and work plans; ensures adherence to PSI minimum standards; and assures the effective implementation of a wide array of programs.
PSI Zimbabwe is a registered Trust working in partnership with the Ministry of Health and Child Care (MOHCC) in the following health areas: HIV Prevention including voluntary medical male circumcision, male and female condom social marketing, HIV testing and counselling, ART provision, post test support services, sexual and reproductive health, malaria prevention and safe water treatment. PSI/Z has an extensive research and metrics programme and conducts approximately 6% of all PSI’s research globally.
The platform’s 2014 budget is approximately $35 million USD and primary donors are DFID, USAID, the Bill and Melinda Gates Foundation and Global Fund. This position reports directly to the Vice President / Sr. Regional Director for Southern Africa.
RESPONSIBILITIES
This job includes but is not limited to the following responsibilities:
- 1. Organizational Management and Development
- Build and maintain strong relationship with the advisory board
- Conduct organizational strategic planning and reviews and ensure dissemination to PSI/Z Staff
- Ensure compliance with PSI’s network minimum standards, PSI global policies and donor regulations
- Oversee organisational policy development and compliance
- Oversee the security focal point and overall management of PSI/Z’s security systems and procedures
- Oversee management of legal issues
- Increase level of in-country restricted funds to further platform sustainability
2. External Relations
- Represent PSI to national government agencies; key stakeholders such as UN agencies, private sector partners and NGOs; and donors in host country.
- Manage public relations efforts such as the development of annual reports, success stories, press releases and fact sheets; host donor visits; and supervise the development of any other PR publications or activities.
- Ensure that PSI is an active participant of national and partner working groups, committees, the Country Coordinating Mechanism (CCM) and any other relevant bodies as appropriate.
3. Programmatic Oversight
- Analyze potential new program areas and opportunities for innovation.
- Lead new business efforts, including developing and maintaining excellent relationships with donors and relevant stakeholders.
- Ensure that programming is evidence based and in line with national health priorities and strategies
- Develop clear objectives with staff that are linked to platform minimum standards, platform strategic plan and donor deliverables.
- Review and approve research conducted in support of programs, and evaluate the effectiveness and sustainability of program activities.
- Ensure that program activities follow best practice.
- Ensure that PSI projects are contractually compliant, including meeting all reporting requirements and deliverables.
4. Human Resources Management
- Co-ordination, leadership and mentoring of 10 person Senior Executive Team and direct supervision of Deputy Country Director/Programs and directors for Supply Chain, Finance, HR, Research and Internal Audit
- Overseeing and leading hiring, staff development and retention practices and driving performance and learning through the organisation
- Ensure the management structure supports program activities and meets minimum standards.
- Ensure that induction and job training is provided to all staff.
- Provide adequate pay and benefits to retain qualified staff and following a platform salary matrix that is competitive with industry standards, within the limits of donor budgets. Direct negotiation of the internal annual collective bargaining agreement with the Workers Committee.
- Follow a regular performance evaluation system for all staff.
5. Financial Management and Internal Controls
- Oversee development and management of annual and project budgets in accordance with donor and PSI/W regulations.
- Ensure regular review of expenditures against project budgets at the departmental level.
- Ensure that all PSI policies and procedures are followed and validated by internal and external audits.
PREFERRED BACKGROUND AND QUALIFICATIONS:
- At least seven years work experience in at a minimum of 2 developing countries in a senior management position
- Excellent leadership skills, with demonstrated experience leading and mentoring high calibre cross-cultural teams
- Significant fundraising, personnel, operational and financial management experience, with a technical background in public health or marketing and communications a plus;
- Demonstrated strengths in strategic organizational leadership and external relations;
- Knowledge of international development and health issues;
- Familiarity with USAID, DFID, Bill and Melinda Gates and Global Fund
- Excellent English oral and written communication skills;
- Relevant post-graduate degree (MBA, MIA, MPH, etc.);
- Familiarity with PSI systems, policies and procedures preferred
