The Ministry of Public Service, Labour and Social Welfare’s Department of Child Welfare and Probation Services in Zimbabwe is inviting applications from suitably qualified and experienced individuals or organisations {consultant(s)} to undertake a Baseline Survey on Children Deprived of Parental Care Living in Residential Child Care Facilities.
Background Zimbabwe has traditionally cared for and protected children within the nuclear and extended family, within clans and communities. However, in the current environment characterized by poverty and the impact of HIV increasing numbers of children are unable to grow up within their own families and are thus being placed in out-of-home care, which includes Residential Child Care facilities. In consideration of this and of the special responsibility of States to care for and protect children, the MoPSLSW wishes to undertake a baseline survey of children in Residential Care “in order to ensure the child such protection and care as is necessary for his or her well-being” (UNCRC Article 3.2). This is within the NAP for OVC II vision that by 2020, all children in Zimbabwe will live in safe, secure and supportive environments that are conducive to child growth and development Objectives and Scope of Work
The overall objective is to understand the situation of children living in residential child care facilities in Zimbabwe, including number of resident children, reasons for placement and current living situation and conditions, including legal status. Specific Issues to be looked by the Baseline will be but not limited to the following: •How many Residential Child Care Facilities (RCCF) exist, date of creation, and where RCCF are as well as who owns, manages and registers the RCCF; •How many children each RCCF cares for (disaggregated by age (including date of entry into RCCF), gender and disability); and the average length of stay of each child; •The legal status of the children; their birth registration status; do they have a case file, a valid court order and has it been reviewed in line with the legislation; •Whether each child is accessing education adequate to the their age, and whether each child has updated health records; •How many times has the RCCF been visited by DSW; are reports from these visits available; have action points been followed-up. Organisation/Person specification a)A lead consultant with extensive international experience in child protection research who works with local partners to undertake the assignment; b)The lead consultant is expected to have an advanced university degree or equivalent in social sciences, or other relevant field; c)A minimum of eight years’ experience in the field of child protection public policy, programme development and/or monitoring and evaluation; d)Demonstrated ability to research, to analyze, evaluate and synthesize complex information; e)Outstanding writing skills in English; f)Experience leading the development of research and policy relating to child protection, and alternative care in development and transitional contexts.
