The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water,sanitation and hygiene sectors.
The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs

NRC has been active in Sudan since 2004 and South Sudan since the independence in 2011, providing protection and humanitarian assistance to refugees, returnees and internally displaced persons. On 14 December 2013, the outbreak of violence between Government and Opposition forces led to a civil war with disastrous humanitarian and protection consequences. At the time of writing, over 2 million people have been displaced. NRC co-leads the South Sudan Protection Cluster, and hosts a Policy and Conflict Analyst to provide contextual analysis to the interagency community. The Policy and Conflict Analyst reports to the NRC Protection and Advocacy Advisor/Protection Cluster Co-Coordinator.

Job description

Develop, manage, and undertake research activities with the aim of providing contextual analysis to the interagency and international community
Manage the implementation of the project grant, including identifying research opportunities, hiring and managing consultants, budget management and reporting, and the timely production of deliverables
Convene workshops, roundtables, and trainings to foster a better analysis and understanding of emerging trends and thematic issues
Provide contextual analysis briefings to interagency forums, donors, and the diplomatic community
Produce quarterly trends reports, bi-weekly situation updates, and other ad hoc reports as relevant
Offer advice on conflict-sensitive approaches to humanitarian assistance
Foster relationships and information sharing with non-humanitarian actors including academia, human rights organizations, and civil society groups
Support NRC internal advocacy work by assisting in drafting press releases, talking points, and quarterly messaging as necessary
Qualifications

University degree or higher education relevant to human rights: preferably in law, social sciences or international development, conflict analysis, conflict resolution, peace-building, statistics, or related fields.
At least 5 years of experience working for an international organization or on conflict analysis (minimum 3 years field based experience)
Excellent research, report writing and analytical skills, and proven capacity to write quickly and clearly on conflict dynamics.
Demonstrated project management skills, including designing and adhering to a work plan, managing a budget and expenditures, and ensuring timely and high quality delivery of outputs.
Proven communication, interpersonal, and representation skills.
Significant understanding of the concept of advocacy in complex emergencies.
Prior experience and knowledge of the region (South Sudan and the Great Lakes region).
Political and cultural awareness, experience of working in areas where insecurity is a major issue.
Experience in international humanitarian work.
Fluency in the English language, both written and verbal.
