Job Description
Position Summary:
Under the supervision of the commodities manager and direct supervision of the CTS officer and the Logistics-Warehouse Supervisors, the Commodity Accounting & Reporting Officer manages and oversees commodity storage, accounting, reporting and distributions on behalf of the Amalima Program.
Responsibilities:
- Provide end use technical support to ensure a smooth operation of the Commodity Tracking System (CTS) within the Consortium and in liaison with partner;
- Perform database consolidations and generate global monthly and quarterly commodity reports for Consortium as per donor regulation;
- Post the consortium quarterly reports to QWICR as per donor regulations and in liaison with MEL;
- Administer the consortium CTS database identifying gaps, trends and key issues in consultation with the Commodities Manager;
- Ensure that monthly commodity report is accurate and reliable for the completion of the monthly and quarterly consortium global Commodity Status Reports;
- Ensure system (CTS) bugs in consultation with IT and World Vision;
- Ensure that the Commodity Reports are accurate and reliable with all the supporting documentation available for completion of the monthly global Commodity Status Reports; including the main CSR, LSR and RSR. Work with the CTS Officer & Logistics Officers to supervise and provide training for all other commodity staff especially the Commodity Distribution Assistants and other Commodities staff at field level in terms of Commodity handling and accounting;
- Responsible for data administration within the Commodity tracking system;
- Conduct monthly physical examination and count of Commodities;
- Ensure all warehouses in the country are compliant to Donor standards and Standard Operational Procedures;
- Track all losses and file claims as per USAID standards;
- Assist the Commodity Manager to evaluate the cost of the unfit commodities;
- Maintain an audit ready, well organized filling system for all commodity files, records and reports. Make sure that all documents, reports and files are secure and kept in a safe place;
- Participate in internal audits related to commodity management and accounting;
- Maintain a clear and complete paper trail for all the commodity transactions under USAID from port to Amalima and District warehouses to distribution centers and finally to end users / beneficiaries;
- Maintain a clear accounting and documentation process for each shipment;
- May be required to assist other Sectors of the Programme for requisite and related Commodity management functions;
- Any other duties as determined by the COP and or Commodities Manager.
Qualifications:
- In-depth working knowledge of Microsoft access software package and SQL database management;
- Good working knowledge of Generally Accepted Commodity Accounting Principles (GACAP) and the USAID Food Commodities handling procedures;
- Knowledge of Commodity Accounting System and procedures is a must;
- Ability to achieve pre-defined results and outcomes using ethical, best practice methods;
- Ability to demonstrate personal integrity and trustworthiness;
- Ability to identify gaps, trends, priorities and key issues;
- Ability to solve problems efficiently and effectively;
- Ability to respect and relate to people of other faiths;
