Norwegian Refugee Council (NRC) and Danish Refugee Council (DRC) seek a Chief of Party (COP) for the Livelihoods, Vulnerability, and Resilience Program (LVRP), an upcoming USAID-funded project working in conflict-affected areas with stressed and crisis levels of food insecurity in South Sudan.
Reporting to the Country Director, the COP will be responsible for leading a comprehensive set of activities to reduce chronic vulnerability of households and communities in the project area. The COP will show excellent leadership in order to make decision relating to strategic vision, strong technical skills in livelihoods and food security, multi-sector development experience, strong interpersonal skills, and excellent written and oral presentation skills to fulfill the diverse technical and managerial requirements of this program.

Job description
Responsibilities:
Provide leadership, management, and clear strategic direction of the USAID project.
Ensure well-organized planning and implementation of project activities as well as changes in project direction as needed.
Oversee efficient use of resources and achievement of results.
Establish, maintain, and coordinate successful relationships with numerous stakeholders and partners in the capital city and rural areas.
Develop staff capacity and guide senior technical staff and project teams.
Engage with team members, partners, and beneficiaries at project sites to monitor progress and revise the project’s approach as needed.
Work with USAID to ensure that the project meets desired goals and objectives and to report on progress.
Ensure that budget projections, spending, and reporting are in accordance with USAID and NRC/DRC requirements.
Coordinate with the home office to assure programmatic success and compliance with both the cooperative agreement and NRC/DRC policies and procedures.
Qualifications
Master’s degree with 10 years (or PhD with 8 years) working experience preferable in similar conflict, post conflict context
Minimum of 5 years of management experience of projects of large, complex, multi-regional livelihoods and resiliency programming in conflict/post-conflict environments with experience directly supervising senior expatriate and national team leaders.
Senior Leadership experience on USAID programs of similar size and scope
Demonstrated ability to achieve results under challenging conditions; flexibility and creativity.
Knowledge of the context in South Sudan is an advantage
Experience with living in basic conditions and with field travel when necessary.
Experience from advocacy work
Strong communications skills.
Ability to supervise staff in more than one location.
Excellent writing and oral presentation skills in English.
