Project Description:

A level playing field is instrumental for competitive elections. In order to enable candidates and parties equal opportunities at the ballot box many countries have regularized how political actors finance their campaign. In many countries, access to State resources has proven an equally important factor when it comes to electioneering. Zimbabwe is no exception and as a result, the Zimbabwean legislature has introduced public funding of political parties, as well as limitations to campaign financing. Regulatory framework rules governing disclosure requirements are also in existence to ensure transparency and adherence to campaign finance.

In spite of the regulatory framework governing money and politics in Zimbabwe, limited attention has been paid to this important segment of the electoral process. In addition, the main law, Political Parties Finance Act, is more than a decade old and since then many developments related to party funding and campaign techniques have emerged. Hence, the International Foundation for Electoral Systems (IFES) is looking to do an analysis of the existing framework governing campaign finance that will result in recommendations for improvements to be made that can be immediately implemented, as well as more medium- to long-term.

Job Responsibilities:

The campaign finance specialist will travel to Zimbabwe to perform the following tasks prior, during, or immediately following deployment:

1. Review the regulatory framework governing elections in Zimbabwe;
2. Conduct an initial analysis of the regulatory framework and issues of pivotal importance for the analysis;
3. Collect and analyze data accordingly;
4. Contribute to and take part in briefings to donors, civil society or other third-party entities while in Zimbabwe;
5. Based on the specialist’s analysis and his/her findings while in theatre, draft a detailed report outlining the strengths and weaknesses and include a clear set of recommendations for improvements where warranted.

Qualifications:• University Degree (Master or equivalent preferred);
• Candidates should possess at least eight years of relevant professional experience working in campaign finance and the risks of abuse of state resources issues;
• International experience required (experience working in Sub-Saharan Africa preferred); and,
• Demonstrated strong analytic and writing skills.
