Job Description 
An employment opportunity has arisen at World Vision International (Zimbabwe), a child-focused international humanitarian organization, based in Zimbabwe. The position reports to National Director and will require a candidate with vast experience in Design, Monitoring and Evaluation of programs.
Purpose of the Position:
To lead quality assurance in programs through application of Learning, Design, Monitoring and Evaluation, Innovation, technical excellence and management of an effective team in order to achieve strategic objectives and child well-being outcomes.
Major Accountabilities / Responsibilities:
Leadership
Lead ongoing ,refinement, monitoring, tracking and reporting of WVZ’s strategy;
Provide leadership and management of staff, ensuring that they are motivated, capacity building and retention of critical skills.
Providing leadership and excellence in the implementation of World Vision International Initiatives such as such as LEAP and Horizon 3
Facilitate and support effective matrix relationship/cross functional teams to assure mutual accountability for program performance and effectiveness between implementation and quality assurance teams;
Lead the process of innovation and capacity building of front line staff, developing toolkits and resources for programming, covering all aspects of DME to support Operations and MQ team in line with WVI guidelines and standards.
Coach and mentor QA team, conducting assessment, setting personal development goals and providing ongoing support on tools and relevant training resources/material.
Contribute to creation of a culture of measurement and evidence through engagement with senior leadership.
Technical
Develop strategy, systems and processes to build the evidence base of the NO’s contribution to CWB and ensure its implementation.
Ensure the contextualisation and application of the DPA in all programs in WV Zim.
Assist Technical Advisors in improving the technical depth and technical quality of WVZ programs in priority sectors, through the application of evidence-based TAs and TPs aligned to WV Zim strategy
Facilitate assessments and operational research for contextual understanding, identifying opportunities, vulnerabilities, capacities and resources, deciding feasibility and setting priorities.
Develop effective DME systems and processes and (in collaboration with IPD) ensure the measurement and tracking of CWBOs and program impact. Design, implement and periodically review the DM&E plans that ensure grant-funded programs comply with donor requirements
Develop and document key innovations to effectively manage the programmatic knowledge-base of WVZ
Assure support for program quality throughout the life cycle of ADP programming and align team capacity development responsive to relevant needs
Monitor program performance (grants, ADPs, PNSF) in terms of achievement of targeted results and contribution to child well-being.
Ensure program implementation staff are aware of and comply with all donor/WV technical programmatic standards and requirements through developing and maintaining appropriate monitoring and support systems
Ensure all technical and programmatic reports are submitted on time, meet quality expectations, and are appropriately documented
Build the recognition and reputation of World Vision Zimbabwe as a partner of choice among stakeholders including government, peer organizations, and donors and develop the capacity to effectively communicate of World Vision Zimbabwe’s value proposition as a partner
Ensure that World Vision abides and meets all International standards systems like Sphere, Transformation Development Indicators, People in Aid, Code of Conduct Humanitarian Accountability International Core principles.
Knowledge, Experience Skills and Capabilities
This is a senior position that requires a person who can constructively and confidently engage WV External Offices such as SARO, PO, SOs and other stakeholders. The ideal candidate must posses
A Degree in Social Science, Statistics, International Development or related field. Master’s Degree/Post Graduate Qualification is an advantage.
In-depth knowledge and experience in World Vision processes and procedures is plus.
5 years’ experience in working with International NGOs with relevant community development with at least 3 years direct program management experience.
Mature, committed Christian who is able to lead and inspire others
Ability to engage with governmental, NGO and other senior leaders on issues of, child rights and development and maintain effective partnerships
Excellent relationship building and people management skills
Excellent community development & project management skills and thorough understanding of LEAP, the Development Program Approach and M&E Partnership frameworks
Excellent supervision skills, including training, mentoring and supporting staff
Excellent understanding of monitoring systems, data collection tools and measurement processes, and vision for how to integrate them under a comprehensive National Office monitoring system
Cross-cultural sensitivity, flexible worldview, and ability to work with a wide range of people from different backgrounds.
Strong understanding of WV’s field operations
Initiative, ability to motivate others, establish joint accountability and drive excellence.
