Coordinator Anti-Domestic Violence Council
(Conditions: Special Service Agreement (SSA) Post, Duty Station: MOWAGCD Head Office Harare, Zimbabwe)
One year contract, with possibility of renewal.
The Anti-domestic violence Council is a statutory body established under the Domestic Violence Act, (Chapter 5:16). The functions of the Council include awareness raising of issues related to domestic violence, promotion of research into the problem of and provision of services to survivors of domestic violence.

The Anti-Domestic Violence Council Coordinator’s main responsibility is to monitor and oversee the Council’s implementation of the Domestic Violence Act. The Coordinator is responsible and accountable to the Permanent Secretary of the Ministry of Women Affairs, Gender and Community Development and to the Anti-Domestic Violence Council (ADVC). S/he is supervised by the Chairman of the Council in all his/her duties and responsibilities. The Coordinator will use Council’s Strategic Plan to facilitate planning, coordination, monitoring and evaluation of GBV initiatives.
The UNFPA Integrated Support Programme, (ISP) is intended to strengthen the Ministry of Women Affairs Gender and Community Development in order to provide quality and timely deliverables in supporting its partners and the communities, particularly in prevention and response to Gender based violence.
With guidance and oversight of the Director for Gender of the Ministry of Women Affairs, Gender and Community Development and UNFPA Program Specialist/Manager- the Coordinator will take leadership and collaborate with other related line Ministries in the implementation of the Anti- Domestic Council mandate and UNFPA Gender related programmes and monitoring the realization of results in line with the 6th Country Programme Action Plan (CPAP), the National Gender-based Violence Strategy and Plans and other related national gender policy documents.
Duties and responsibilities
The Coordinator will be responsible for functions under two distinct portfolios:
1) Anti-Domestic violence Council Coordination
2) ISP Programme support
Under the Anti- Domestic Violence Council Coordination Portfolio, the officer will be responsible for the following tasks
– Management of programs done by the Anti-Domestic Violence Council
– Develop quarterly and monthly implementation plans for the ADVC
– Facilitate the convening of ADVC meetings and documentation of all ADVC deliberations and decisions
– Collect, compile, and analyze GBV report data with an emphasis on identifying trends and patterns
– Specifically support the Ministry to generate consistent data and ensure dissemination of reports generated from the Gender Based Violence Information System set up in the Ministry
– Develop monthly report formats that capture relevant information and that support the analysis and evaluation of program progress and outcomes
– Participates in reviews to monitor the application and enforcement of the Act and any other law relevant to issues of domestic violence and makes recommendations for action to the ADV
– Catalyse the formation of and/or strengthen, multi-sectoral GBV coordination groups at national, provincial and district level
– Identify funding gaps and opportunities, develop funding proposals, responds to donor concerns, and contributes to any other resource mobilisation initiatives of the Anti-domestic violence council.
Under ISP programme support, the officer will provide overall oversight to the implementation of the planned activities and will be tasked with the following:
– Assist the Ministry of Women Affairs, Gender and Community Development in consolidating the reports of the Gender Implementing partners (IPs) under the ISP programme on a quarterly basis
– Assist the Gender Program Specialist/manager to review the work plans of the Ministry and IPS
– Takes leadership in the coordination of the GBV Cluster
– Support the Country Office and Ministry during planning and implementation on the commemoration of international specific days related to Gender equality and women’s rights
– Assist the Gender Program Specialist of the Country Office and the Director of the Ministry in engaging on Gender joint initiatives and programmes supported by UNFPA
– Help to identify and ensure integration of gender needs and concerns into the Reproductive Health, and Population and Development Components
– Carry out other activities as demanded by the Component and the Country Office and in support of the ISP coordinator based at the Ministry of Health and Child Welfare
– Prepare other IPs for mid-year review participation and reporting
– Ensure strong visibility of the UNFPA supported programs implemented.
Qualifications and experience
Only candidates satisfying all of the following should apply:
– A University degree in Gender studies, Social Sciences or other related social sciences degrees with specialized knowledge in the field of Development studies, gender studies, and human rights.
– At least 5 years of professional experience in Gender-based violence prevention and response, program planning and delivery and promotion of women’s reproductive health and rights initiatives, at national level in the public, NGO or private sector within Zimbabwe
– Fluency in English, as well as Shona and/or Ndebele
– Ability to write clearly and concisely
– Proficiency in current office software applications
– Initiative, sound judgment and demonstrated ability to work harmoniously with staff members, Implementing Partners, and other line Ministries, Departments and Agencies from different national and cultural backgrounds
– Zimbabwean national
