Pact Overview

Pact Zimbabwe is implementing an extension of a Civil Society Strengthening Project (CSSP) funded through the United States Agency for International Development (USAID) program and is looking to fill a Deputy Chief of Party (DCOP) position. The DCOP will be responsible for working closely with, and strengthening a range of local Zimbabwean organizations and institutions to deliver the projects objectives. The Deputy Chief of Party will be based in Harare and will report to the Chief of Party.
Responsibilities: •Provision of technical leadership and expert advice to the CSSP COP and project team on strategies to support government, civil society and community partners to more effectively plan and program.
•Application of global best practices and evidence-based approaches in DRG settings.
•Coordination of the development, implementation, monitoring and reporting on all CSSP work plans.
•Technical assistance and capacity building to local partners for delivery DRG interventions
•Supervision and coordination of sub-grant management processes, including advice on assessing the programmatic potential of proposed grants, and establishing appropriate procedures for project funds.
•Work with COP and other team members to ensure that all project deliverables are met in a high quality and timely fashion.
•Supervision of key technical staff directly and liaise with relevant technical and program staff.
•Ensure compliance with all donor, Pact, and project-specific policies.
•In collaboration with the COP, represent the project with the donor and maintain positive relations.
•Perform other duties as assigned
Minimum Qualification •BA and at least 7 years of relevant experience (or equivalent), 5 years should be on direct field management, managing complex, high-speed and challenging field operations in developing countries.
•Minimum of 5 years in country level senior management position supervising technical and finance staff.
•Senior level technical DRG experience working in Transitional States. Highly preferred prior experience in Zimbabwe or Southern Africa.
•In-depth knowledge of USAID and/or other donor regulations, systems and procedures
Preference •Advanced degree
•Experience with grant management, preferably in-kind and small grants
•Experience in managing a USAID contract and cooperative agreements
•USAID experience overseeing/executing projects
•Specific experience working with CSO’s in advocacy and institutional capacity building
•Experience managing large donor-funded programs with demonstrated capacity to create and/or maintain complex systems and procedures involving multiple implementation sites, multiple partners and diverse beneficiaries
•Experience with activity design, development, and implementation.
•Ability to provide the financial management and oversight necessary to successfully execute a large-scale program
•Diplomacy and negotiation skills that demonstrate ability to collaborate and coordinate with a range of stakeholders and complex priorities.
•Fluent in English with proficiency in the local language.
•Previous experience working in rapid transition programs in insecure and/or politically volatile environments such as Africa, Southern Africa is highly desirable.
•Experience in working with conflict sensitive programming, as well as economic growth activities

Technical Skills •Strong experience in an additional technical areas and/or a support function
•Strong knowledge and understanding of multi-donor policies and regulations
•High competence using common desktop applications and internal systems

Salary: Compensation will be commensurate with experience and qualifications.
