OBJECTIVES OF THE PROGRAMME
To provide direct support to the Inter-country Management Support Unit (ISU) in related administrative budgetary support and services transactions in GSM to both managers and staff members to perform GSM transactions in accordance with WHO rules, regulations and policies.
Inter-country Management Support Units (ISUs) have been established in the organisational structure to provide support for Managers and staff to fully assume their responsibilities in the GSM environment and to ensure compliance with organizational policies, procedures, rules and regulations on all administrative and financial matters and transactions in the context of an Enterprise Resource Planning (ERP) system.
The Budget Assistant supports work of the ISU in the GSM environment. Although some offline duties will still be performed, the key roles of the Budget Assistant will be to implement key GSM processes to support the achievement of the objectives of the ISU. The Budget Assistant will work under the supervision and guidance of the Programme and Budget Officer. Work will entail regular interaction with the technical programs, the Global Service Center (GSC), HQ, other regions as well as WHO partners and suppliers of goods and services.
Description of duties
Under the general supervision and guidance of the Programme and Budget Officer, the incumbent performs the following functions for IST Office in Harare and its ESA Countries (20)
Assist with review of work plans;
Monitor Work plan Funding and award Budget in Global Management System (GSM);
Create and revise awards in Global Management System (GSM);
Assist on Task and award mapping in GSM using the Human Resource (HR) plan, top task, award number and Staff position; Manages positions in the Human Resource Plan;
Send implementation reports for the ISU and follow up on long outstanding Encumbrances; checks and clears fund clearance documents;
Prepare and complete AAR/ADR/AMR/BRR/ICFS/FCFS forms on behalf of Technical Units and countries for sending to AFRO;
Assist in the finalization of the ISU Biennial work plans, particularly to ensure consistency with the programme budget, drawing the Programme and Budget Officer’s attention to discrepancies;
Assist in preparing / entering Work Plans for new biennium for IST and ESA Countries.
Assist technical unit for entering mid-year / yearly / biennial technical reports in GSM.
Assist in briefing any new staff joining in our ESA Countries in the area of Budget.
Assists in the monthly, annual and biennial reports on Awards/HR/Expenditure Management reports for the IST and its ESA Offices in accordance with the established procedures;
Initiates and responds to queries and correspondences on accounts and financial transactions as required;
Assist Finance colleagues in their absence.
Performs any other duties as assigned.

REQUIRED QUALIFICATIONS
Education
Essential:- Completion of secondary education or equivalent technical training or commercial education with specialization in accounting, budgeting or finance.
Desirable:- Diploma or higher education in accounting or finance will be an advantage.

Experience
Essential:- 8 years of working experience with 3 to 5 years of responsible work in finance, Budgeting and/or accounting activities.
Desirable:- Experience within UN or other international or multinational organizations will be an advantage.
Languages
Excellent knowledge of English and a good working knowledge of French and other local languages would be an added advantage.
