Job Title: Investment Manager

Location: Harare

Reporting to: Director General

Main Purpose of the Job:

To provide effective and efficient treasury and investments management through developing and implementation of division strategy systems.

Nature and Scope

This position is key to participate in the preparation of the Authority’s strategy annually by preparing proposals to achieve the organisations objectives.  The Investments Executive studies economic outlook including fiscal and monetary policies and market trends to come up with divisional strategy as well as develop, implement and monitor business plans and budgets.  The Investments Executive maintains professional independence and provides regular reports on insight analysis to comply with the organisations Investments policy and procedures as well as Public Finance Act. Internally, the Investments Manager is the advisor to Authority and is accountable for reorganising the Investment portfolio and comment on performance and results. The Investments Executive reports to the Director General and works with the Finance Director in obtaining financial information that will assist the Authority to make investment decisions. The Investments Executive contributes to the Strategic planning process especially on financial matters. The Investments Executive also works with the Risk Manager in the day to day investments deals in order to execute the job properly.  The Investments Executive monitors market trends for potential impact on financial soundness and proactively recommends appropriate actions to the Board Finance and Risk Committee.

SECTION THREE

KEY RESPONSIBILITIES ARRANGED ACCORDING TO THE PERSPECTIVES OF THE BALANCED SCORECARD

INVESTMENT POLICIES AND SYSTEMS

  1. Receives policy guidelines from the Board, Director General and reviews, develops and recommends Investment policy, Asset and Liability policy related to liquidity, income and currency management.
  2. Monitors and studies the applicable Act and policies to ensure compliance; Postal and
  3. Telecommunications Act, Monetary Policy, Fiscal Policy and Exchange control directives.
  4. Interprets and operationalizes policies through reviewing procedure manuals and ensuring that they are always in place and up to date.
  5. Liaises with Risk Manager to ensure risk guidelines are followed before recommending to Director General
  6. Evaluates Authority Investments portfolio and investment performance
  7. Analyses investment reports and recommends and recommends to the Director General and Board. Keeps proper and accurate investment records
  8. Prioritizes projects to be funded, depending on the implications and importance and weight of the project.
  9. Considers return on each project before funding.
  10. Reviews divisional operational systems

FINANCIAL PERSPECTIVE

Budgeting and Budgetary Control of investments Executive – Related Costs

  1. Agrees on budget parameters at Executive Committee level.
  2. Formulates Investments income and expenditure budgets.
  3. Monitors the division’s budget to ensure expenditure is within set budgetary limits.
  4. Participates in the review of overall Authority budget.

 CUSTOMER PERSPECTIVE

  1. Provides advisory services to all stakeholders on issues or queries raised.
  2. Communicates effectively to clients on all new policies by regulatory authorities.
  3. Liaises with foreign corresponding banks on payments and other transactions.
  4. Identifies opportunities for new business for the Authority and determines demand for the identified opportunity.

  1. Identify own training needs and adhere to any training programmes as directed.
  2. Monitors and assesses the skills and capabilities of staff and ensures adherence to the training plan.
  3. Ensures that staff is performing according to set standards and limits by performance appraisal quarterly.
  4. Ensures that the division is adequately staffed and ensures that resources are adequately allocated for the smooth running of the division.
  5. Provides motivational and inspirational leadership, coach mentor and develop top talent and to act as role model to communicate the Authority’s values and leadership competencies and provide direction and support in times of change.
