The Somalia program wishes to invite applications from highly competent dynamic, self driven and results oriented Somali National to fill the following vacancy. The successful candidate will be based in WV Office, Garowe, Puntland.
Gender and Protection Officer (II)-Garowe.
The Gender Officer will provide technical leadership on gender based violence prevention and response programming in Puntland, Somalia within the organizations field health programs. Specifically, provide sound and current capacity building and technical support on GBV prevention, mitigation and response to staff, partners and community members.
Major Responsibilities:
Provide technical support in mainstreaming GBV protection, prevention and response:
- Assess the presence of application of the GBV guiding principles and basic capacity to respond to the needs of GBV survivors in the program areas
- Coordinate with government, local and international NGOs, UN agencies and other stakeholders to ensure holistc support for survivors, including in developing/strengthening GBV standard operating principles (especially health actors), information sharing protocols and comprehensive referral pathways that incorporate multiple sectors in the context
- Builds the capacity of the actors in other sectors to respond to the needs of GBV survivors
- Support local actors to undertake robust community outreach activities on GBV prevention, mitigation and response.
Capacity Building:
- Clearly articulate and demosntrate values, core purposes and principles of engaging in GBV and child protection in humanitarian emergency work
- Train partners and country office staff in tools for effective GBV programming, child protection and their responsibilities in PSEA (Protection from sexual exploitation and abuse), including compliance with confidentiality and data security protocols
- Provide on the on-the-job training, guidance and support for staff and partners on GBV prevention and response.
Case management support
- Support local actors to apply the concept of case management to GBV multi-sectoral response interventions
- Support local actors to facilitate safe and confidential referrals for GBV survivors.
Resource Development:
- Initiate, conceptualize and support GBV and gender related project proposals in coordination with PDU team and technical specialists.
Building Partnerships and public engagement:
- Actively participate in GBV/ Protection working groups from local to national levels
- Support the strengthening/establishment of local and regional level GBV working groups where there are none
- Pursue and develop meaningful and formal partnerships with relevant partners including UN agencies and other partners actively involved in GBV prevention and response
- Participate in relevant gender forums and networks focusing on advocacy on Gender equality and GBV prevention and response.
Monitoring, Evaluation & Planning:
- Provide technical support for GBV related assessments, monitoring and evaluation activities based on WHO Ethical and Safety Recommendations for Researching, Documenting and Monitoring Sexual Violence in Emergencies among other appropriate guidance
- Support the installation of a GBV IMS to help monitor GBV cases
- Lead donor reporting on GBV prevention and response programming in support of the health program.
Mainstreaming:
- Contribute the mainstreaming of GBV and child protection issues in WV Somalia programs, particularly in health, nutrition, resilience and livelihoods and food programming.
Innovation:
- Facilitate the introduction of new, innovative and context friendly practices on GBV prevention and response and/or child protection

Qualifications: Education/Knowledge/Technical Skills and Experience
The following may be acquired through a combination of formal or self-education, prior experience or on-the-job training:
- Minimum Qualification required: Bachelor’s degree (holder) in Human Rights, Law, international Development, or related fields;
- Experience: At least 3 years’ experience in managing a GBV/ Gender/Protection project
- Preferred: Masters Degree in Law, International Development, Human Rights, Political Science, or related disciples or certificates; additional experience in child protection programming is desired but not essential.
- Technical Skills & Abilities:
- Professional experience related to GBV prevention and response in conflict and post conflict settings and skills in undertaking conflict analysis;
- Knowledge of international humanitarian standards for GBV prevention, protection and response;
- Solid experience in training and capacity building experience, particularly using participatory approaches and methods in for training related to different components of GBV programming;
- Experience with developing and implementing GBV programmes, particularly monitoring and evaluation;
- Experience with working with civil society actors and faith based actors;
- Knowledge of international best practices, key international policy processes and frameworks related to GBV prevention, protection and response;
- Fluency in English; knowledge of Somali will be an asset.
Working Environment / Conditions:
- Work environment: Field Based in Garowe. Frequent travels to meet beneficiaries and support staff.
- Travel: Considerable amount of travel is required.
