JOB DESCRIPTION

PURPOSE OF POSITION:

OXFAM, CARE, ADRA, DRC, World Vision, COOPI and ACF have formed the Somalia Resilience Program (SomReP) consortium which aims to improve household and community resilience in populations affected by crises through targeted livelihood interventions. The program targets multiple donors for a large scale Somalia wide coordinated approach to resilience that compliments large scale UN initiatives for resilience. A technical team comprised of pastoral, peri-urban and agricultural livelihood technical specialists will bring together best-practice approaches of the participating agencies under a joint design, monitoring and evaluation framework. World Vision International will host the grant management function for the consortium, led by a Chief of Party to lead the program development and inception process.

The SomReP Deputy Chief of Party (DCoP) will support the Chief of Party (CoP) in resource acquisition management and results reporting. In the absence of the CoP, assume management responsibility for the program. The DCoP will contribute to strategic vision for SomReP and WV Somalia’s goals to build resilience in Somalia.

He/she will lead the fundraising, proposal development, sub grant award & management, reporting (financial and programmatic) functions of the Consortium, and will directly supervise the Programs staff, Finance staff and the Adminstrative support function, and the timely and quality reporting to all SomReP donors.

He/She will provide the bulk of external representation and communication with donors, and SomReP steering committee with close coordination with and support from the Chief of Party. The position will be primarily responsible for fund-raising efforts with a variety of stakeholders with an emphasis on new donors. The position will provide management to the SomReP financial function to facilitate program activities, ensure accurate financial reporting and stewardship of donor resources.

KEY RESPONSIBILITIES:

Donor Engagement Proposal Development and Resource Acquisition:

  • Regular networking and engagement with donor community.
  • Cultivate new donors and funding opportunities through innovative fundraising strategy and by garnering widespread and sustained support from consortium members.
  • Work with Technical Unit staff, and Consortium members to respond to relevant calls for proposals and customized proposal needs from donors.
  • Prepare budget proposals for prospective donors.
  • Keep SomReP Steering Committee and WVI key stakeholders abreast of new funding opportunities.
  • Sustain visibility of SomReP as leading INGO resilience program in Somalia through periodic donor meetings, participation in relevant fora, and aggressive marketing for the program, both at Nairobi/Somalia level as well as in global and fundraising capitals.

Oversee Financial and Program Results Reporting:

  • Facilitate internal and external reporting in a timely manner to a variety of stakeholders, including SomReP Steering Committee, donors and World Vision Somalia Country Director, and full range of internal WVI stakeholders.
  • Effective mechanisms agreed upon with SomReP partners to provide timely reporting to a variety of internal and external stakeholders.
  • Budget monitoring and control for efficient use of donor resources by supervising Grant Analyst & team.
  • Sub grant Management: Ensure sub grant partners meet minimum due diligence and capacity requirements for sub grant award.
  • Manage the sub-grant award process to ensure consortium members projects are awarded on the basis of Som Rep programming criteria.
  • Manage project reporting process to ensure that project results and finance information is timely and accurate.
  • Ensure that sub grant financial transparency and compliance to WV audit standards.

Ensure effective Administrative Support to SomReP Technical Unit and Consortium:

  • Systems in place and functioning to facilitate technical teams, logistics and administrative requirements.
  • Consortium members unified and coordinated thru regular and effective Steering Committee meetings, Technical Working Groups, and quarterly Country Directors meetings.

KNOWLEDGE, SKILLS & ABILITIES:

  • Bachelor’s degree in Social Science, International Studies, Community Development or a related study. Master’s degree is preferred.
  • At least 5 years of professional work experience in food security and Livelihoods, disaster risk reduction, recovery programming.
  • Should demonstrate experience in INGO leadership, preferably the design, management and implementation of resilience-oriented programming.
  • Demonstrates well-developed interpersonal skills, excellent communication skills, both verbal and written, as well as negotiation skills.
  • Experience coordinating a variety of stakeholders.
  • Strong leadership skills, skilled in negotiation, diplomacy, networking and external engagement.
  • Experience in leading a multi-agency consortiums.
  • Experience in major grant acquisition and management with bilateral and multi-lateral donors.
  • Must adhere to set security standards.
  • Ensure a gender perspective in the scope of work.
  • Perform other duties as required.

Work Environment/Travel:

  • Work environment: Nairobi based with frequent travel to the field.
  • Travel: 30% Domestic/international travel is required.
  • On call: At all times
