Director, Monitoring and Evaluation – Maternal, Newborn and Child Health (MNCH) and Family Planning

Description:

FHI 360 seeks to recruit a Director of Monitoring and Evaluation for an anticipated five-year Maternal, Newborn and Child Health (MNCH) and Family Planning project in Zimbabwe, focused on improving reproductive, maternal, newborn, and child health services in targeted areas through a combined MNCH/FP activity. The Director of Monitoring and Evaluation (M&E) will be responsible for the design, implementation and technical quality of all monitoring and evaluation activities on the project. The M&E Director will ensure that all aspects of project performance are monitored and evaluated in accordance with the highest standards of data collection, management, and reporting, and in line with USAID’s requirements. S/he will lead analysis of data collected for assessment of progress and areas of improvement, guide reporting processes, consolidate program reports, promote learning and knowledge sharing of best practices and lessons learnt. S/he will supervise and support all M&E staff. 

 

The position will be based in Harare and will report to the Chief of Party. Recruitment is contingent upon successful award of the project and the selection of the final applicant is subject to USAID approval.

Job Summary / Responsibilities:

  • Lead the design and implementation of the project’s monitoring and evaluation activities, including the development of the project’s Monitoring and Evaluation Plan; development and monitoring of project indicators; implementation of baseline, mid-term and end line studies; oversight of data collection and analysis; quality assurance and routine data quality audits
  • Develop and lead the implementation of a robust learning agenda for the program, designing and implementing mechanisms for continuous learning, collaboration and adaptation
  • Oversee the publication and dissemination of information on successful and promising approaches, lessons learned and other program results to program partners, donors, Government of Zimbabwe counterparts and other key stakeholders
  • Implement interventions to leverage technology and innovation to improve national data collection and information systems
  • Ensure data quality, analyze data sets and technical assessment findings, and develop and monitor work plans
  • Build capacity of staff, implementing partners, government counterparts, and other stakeholders in program monitoring and evaluation, data collection and data analysis
  • Undertake periodic reviews of program and/or country M&E systems, and participate in planning M&E system strengthening actions
  • Contribute to development of program work plans, quarterly reports, financial reports, and other reports and papers summarizing project results and evidence
  • Contribute to the development of presentations for professional meetings and conferences

Qualifications:

  • Master’s Degree or higher in monitoring and evaluation, public health, demography, health management, social science, biostatistics, statistics, or a related field required
  • 8+ years’ experience at a senior level in monitoring, evaluation and research, preferably in the health sector
  • Strong quantitative and analytical skills and ability to articulate technical information clearly and effectively to both technical and non-technical audiences
  • Strong skills using MS Excel Word, PowerPoint and Access, and at least one data management software program (SAS, SPSS) and experience training others in its use is highly desirable
  • Experience with a USG-funded project and familiarity with USAID/PEPFAR monitoring, evaluation and reporting systems and requirements
  • Demonstrated ability to create and maintain effective working relations with host country government personnel, stakeholders, NGO partners, and international donor agencies
  • Excellent report writing, analytical, and communication skills, including oral presentation skills
  • Extensive experience in knowledge management and dissemination of research findings
  • Ability to work independently and manage a high-volume work flow
