The International Assistance department is responsible for all Netherlands Red Cross international support for victims of disasters and conflicts and for vulnerable people exposed to hazards.
To strengthen the Capacity of South Sudan Redcross Team and beneficiary communities in South Sudan he department is looking for a Project Manager Sexual and Gender Based Violence (SGBV).

Purpose of the position
In South Sudan the prevalence and impact of Sexual and Gender Based Violence (SGBV) is widespread. The 15th December 2013 and the July 2016 clashes between different armed actors have displaced many people with some crossing the border to Uganda and the neighboring countries. The majority of those people affected are women and children and their physical, emotional health and wellbeing has been weakened by their experiences of the conflict including gender based violence. This has an effect on the health and resilience of some of the most vulnerable members of the South Sudan community. An urgent response was needed from NLRC, with the internal conflict in South Sudan adding to community need. In collaboration with Red Cross Movement partners and other actors NLRC has been supporting SSRC with a 5-year intervention to strengthen community and existing public health structures for prevention, care and support of SGBV. The SGBV Project Manager will provide technical and programme lead to South Sudan Red Cross staff to effectively implement SGBV prevention and response activities in Jubek State, Lanya county in Yei State and Terekeka State. The SGBV team works closely with the Psychosocial and health departments to ensure an integrated and comprehensive care is available.
Background
South Sudan has considerable challenges regarding security, lack of access to basic services such as health care service delivery and stagnating development, which are exacerbated by internal conflict. We work in partnership with the South Sudan Red Cross Society (SSRC) and in synergy with other actors, particularly the Red Cross movement. Through our work we seek to assist those in need, while providing support in effectively preparing and responding to emergencies. Particular areas of intervention are community health including sexual and reproductive health, WASH, disaster preparedness, community disaster reduction activities and responding to sudden and chronic crises, particularly in Jubek State, Terakeka State and Lanya County in Yei State. NLRC works in partnership with SSRC focusing on strengthening the capacities of SSRC staff and volunteer aimed at achieving efficient and effective interventions to the community and strengthen their resilience.
Position in the organization
The Project Manager SGBV will report to the NLRC Country Representative in South Sudan. On technical matters the Project Manager SGBV will liaise with the SGBV Advisor, Health Advisor and PMER others within the NLRC, including head office in The Hague, for support and guidance.
Summary statement and responsibilities
Project Implementation
• To develop a technically sound project work plan and activities consistent with the goals and objectives of the project in coordination with the SGBV Advisor, SSRC Psychosocial Support Manager, SSRC Health Manager and the SSRC SGBV Coordinator
• Ensure that the goals and objectives of the SGBV project are met in a timely and effective manner;
• Provide project and technical lead in planning and implementation of SGBV project activities, including budget management (as NLRC budget-holder), adequate and timely quality narrative and financial reporting according to NLRC standards, and undertaking midterm and end of project evaluations;
• Provide appropriate mentorship, capacity building and technical support to SSRC counterparts and volunteers including in assessment and identification of needs, priorities, objectives, outputs and core components and activities related to SGBV, capacity building, livelihoods and psychological first aid/counseling;
• In collaboration with Psychosocial Support and Health staff conduct needs and capacity assessments on SGBV in target areas and identify new program opportunities and support
• In close coordination with other RC Movement partners and other actors monitor trends throughout the project period;
• Strengthen quality PSS, health and SGBV interventions relating to SGBV prevention and response programming;
• Support the implementation of a comprehensive continuum of addressing SGBV including prevention, medical service, psychosocial support, and economic support;
• Maintain a mapping of existing services to address SGBV in affected areas including identifying community capacities and structures for potential partnership;
• Undertake regular monitoring field visits and meetings with relevant actors including project partners in assessing the SGBV trends, patterns and changing needs and consequently advise on the prevention and response strategies;
Program Design & Development
• Contribute to the continuous adaption of the SGBV project proposal due to emerging need, development and revision of quarterly adjusted action plans and budgets, and development of concept notes for innovative project outputs and make them measurable together with PMER;
• Proactively conduct situation and risk analysis, and prepare contingency plans given the fluid security situation in South Sudan;
• Identify funding and cooperation opportunities and develop project proposals accordingly;
• Contribute to the designing of the emergency SGBV/GBV strategy for SSRC South Sudan project and support its implementation.
Representation & Coordination
• Represent NLRC in SGBV sub-cluster and other relevant coordination mechanisms;
• Promote and contribute to coordination among RC/RC Movement partners active in this domain including the ICRC and other partners;
• Maintain relations with GBV/SGBV, PSS and Health sector actor in South Sudan
• Collaborate regularly with other sectors to monitor the situation in the targeted communities and prepare for and respond to SGBV issues;
• Develop and maintain strong working relationship and coordination South Sudan line government ministries, relevant international and local NGOs/agencies engaged in health, PSS and SGBV/GBV activities in the targeted areas;
• Advocate for quality SGBV/GBV prevention and response activities/services and integration of Health, PSS and inclusion in SGBV programming to promote risk reduction among the targeted communities.
Requirements/Qualifications
Essential
• Undergraduate Degree or Masters degree in one of the following studies: Psychology, Public Health, Social Science, International Human Rights or other related studies in gender and development.
• Minimum of 10 years of relevant (international) experience of which 3 years in the field and 5 years’ experience working on GBV/SGBV related project in emergency or post conflict environment.
• Minimum 5 years’ experience in leading and managing emergency response projects addressing protection or SGBV/GBV prevention and response
• Experience in health and psychosocial support and advising the management of a community based women group
• With good knowledge of issues relating to IDP women, gender, humanitarian and development issues and SGBV prevention and response;
• Minimum of 5 years of previous experience managing SGBV projects with strong technical and program management skills;
• Thorough understanding of the complete project cycle management (design, initiation, planning, monitoring and reporting);
• Work experience in resource mobilization and financial management of projects supported by major donors (budget development, budget revisions, budget monitoring and timely submission fund requests and financial reports);
• Adequate hands on experience in the construction and review of multi-year log frames and measurement of outputs in the field with the partner and project stakeholders;
• Work experience in in measuring and reporting on outcome and impact indicators through innovative qualitative data gathering techniques as well as household questionnaires and other type of surveys;
• Experience in utilizing the following internationals tools: GBV Standard Operating Procedures; IASC GBV Guidelines and Handbook; GBV Coordination Handbook; Documenting and Monitoring Sexual Violence in Emergencies; and the Minimum Initial Service Package; Caring for survivors
• Experience in capacity building; training, facilitation, mentoring of staff and volunteers, preferably within a setting of Red Cross and Red Crescent Societies;
• Diplomacy and assertiveness; ability to confront and discuss sensitive issues;
• Experience in working with partners at national and sub-national levels;
• Fluency in written and spoken English language;
• Good Computer skills (Microsoft Office, email);
• Previous relevant experience in Africa-.
Desirable
• Specialized training in reproductive health, social work, psychosocial support and/or fields directly related to gender-based violence response;
• Experience within the Red Cross and Red Crescent Movement
