Background
On July 9th 2011, following the independence of South Sudan, the structures of the Sudan Red Crescent in South Sudan was transformed into the South Sudan Red Cross (SSRC). As a Society, South Sudan Red Cross is still relatively young and the major challenges of operating within SSRC are related to the very limited organizational capacities and structures that exist. This is exacerbated by the unstable context in which the Society operates, following the 15th December 2013 and July 2016 armed conflict that has affected mostly women, children and the youth adversely in the entire country, food insecurity and a cholera epidemic. In July 2016 the second major fighting began in Juba spreading to other parts of the country displacing many families and a number of reported deaths. It is estimated that since the violence flared in Juba in July 2016 and spread to the previously peaceful southern Equatorial states of South Sudan, 340,000 people have fled the violence into neighboring Uganda. Young people are potentially a tremendous force for change in conflict-affected countries, both positively and negatively. Although there are no official data on unemployment rate in South Sudan it is estimated that more than 60% of the young people 15- 24 years (UNESCO 2014, TVET Policy Review South Sudan) have not acquired basic skills and education.
NLRC has been supporting in building the capacity of SSRC staff, volunteers and projects mainly regarding health activities, response preparedness, OD projects, SGBV and now the youth and livelihoods project. Currently NLRC is supporting SSRC to engage with the Ministry of Information, Culture, Youth & Sports (MoCYS) at Jubek State for the implementation of 2½ years (2016 – June 2018) youth project targeting 5000 vulnerable male and female youth for foods security, income generation, psychosocial support and the application of integrated risk management (IRM) i.e. disaster risk reduction (DRR), climate change adaptation (CCA) and environmental management. The youth development project is implemented in complementarity and synergy with partners for resilience (PfR) II project which is focusing on lobbying and advocacy for IRM mainstreamed policies, IRM sensitive public and private investments and IRM focused programs/projects that will contribute for the resilience of the most vulnerable communities.
The NLRC is also focused on supporting SSRC for the implementation of an integrated project approach involving health, food security and livelihoods.
Purpose of the position
The Health and livelihoods delegate is responsible for providing technical and programme support to South Sudan Red Cross Society (SSRC) in design, planning and monitoring of the NLRC supported projects and to ensure effective and efficient implementation and reporting accordingly seeking to maximize integration with sectoral interventions including health, psychosocial support, food security and livelihoods to build sustainable community capacity and strengthen community resilience. The delegate works in collaboration with a wide range of stakeholders to influence investment, policy and practice for delivery of delivery of high-quality interventions in health, livelihoods, food security and integrated risk management
Position in the Organization
The health and livelihoods delegate will be based in Juba South Sudan and reports to the NLRC Country Representative in South Sudan. Technically the Health and Livelihoods delegate will receive technical support and guidance from Health Advisor, PMER, Food/Economic Security and Strategic Resilience Advisor and the Desk at NLRC HQ. security remains a concern in South Sudan hence the Health and Livelihoods delegate like other PNs staff will be under the ICRC security management.
Summary statement and responsibilities
Program Design & Development
• Contribute to the continuous adaption of the integrated health, food security and livelihoods project proposal due to emerging need, development and revision of quarterly adjusted action plans and budgets, and development of concept notes for innovative project outputs and make them measurable together with PMER;
• Proactively conduct situation and risk analysis, and prepare contingency plans given the fluid security situation in South Sudan;
• Identify funding and cooperation opportunities and develop project proposals accordingly;
• Contribute to the designing of the emergency health, food security and livelihoods strategy for SSRC South Sudan project and support its implementation
Project Management & Implementation
• To develop a technically sound project work plan and activities consistent with the goals and objectives of the project in coordination with Health Advisor, PMER, Food/Economic Security and Strategic Resilience Advisor, SSRC Psychosocial Support Manager and SSRC Health Manager
• Ensure that the goals and objectives of the health, food security, psychosocial support and livelihoods project (s) either integrated or single projects are met in a timely and effective manner;
• Provide project and technical lead in planning and implementation of health, food security and livelihoods project (s) either integrated or single project activities, including budget management (as NLRC budget-holder), adequate and timely quality narrative and financial reporting according to NLRC standards, and undertaking midterm and end of project evaluations;
• Provide appropriate mentorship, capacity building and technical support to SSRC counterparts and volunteers including in assessment and identification of needs, priorities, objectives, outputs and core components and activities related to health, livelihoods, foods security and psychological first aid/counseling;
• In collaboration with health, livelihoods and Psychosocial Support staff conduct needs and capacity assessments in target areas and identify new program opportunities and support
• In close coordination with other RC Movement partners and other actors monitor trends throughout the project period;
• Strengthen quality health, livelihoods and food security programming;
• Support the implementation of a comprehensive continuum of addressing public health psychosocial support, economic and livelihoods support and food security
• Undertake regular monitoring field visits and meetings with relevant actors including project partners in assessing trends, patterns and changing needs and consequently advise on appropriate strategies;
Financial Management
• Assume responsibility as budget holder for NLRC supported Health, Food Security and Livelihoods; compilation of budgets and submitting financial reports, budget revisions and amendments and seeking formal approval from NLRC HQ
• Monitor closely budget spending of NLRC supported projects and coordinate with NLRC finance Advisor and the Country Representative to identify needs and requirements related to financial management.
• Check and sign all expenditure vouchers for health, food security and livelihoods project to ensure they are in line with approved budget and activity plan, timely reported according to donor procedures.
Representation & Coordination
• Represent NLRC/SSRC in the health sub-cluster, Food security sub cluster and other relevant coordination mechanisms.
• Promote and contribute to coordination among RC/RC Movement partners active in this domain including the ICRC and other partners
• Maintain relations with Food Security and Livelihoods, PSS and Health sector actor in South Sudan
• Develop and maintain strong working relationship and coordination South Sudan line government ministries, relevant international and local NGOs/agencies engaged in health, PSS and SGBV/GBV activities in the targeted areas.
• Advocate for quality SGBV/GBV prevention and response activities/services and integration of Health, PSS and inclusion in SGBV programming to promote risk reduction among the targeted communities.
Requirements/Qualifications
• First Degree or Master’s Degree in Public Health, Social Science, health Systems Management, Agriculture, natural resource management;
• 5 years and above proven experience in programme design and management and its relevant tools (LFA e.g.);
• 5 years and above strong project cycle management with proven budget planning and expenditure monitoring;
• Minimum 5 years’ Experience in implementing health, food security and livelihoods projects;
• Sound working experience of disaster risk reduction, participatory planning, social engagement;
• Practical experience and understanding of the relevant technical competencies required in food security and livelihoods related issues;
• Proven ability to analyses socio-economic context and monitor change to translate into appropriate planning, decision making and lesson learning ;
• Demonstrated experience of integrating gender, health and HIV/AIDS and diversity in programming;
• Demonstrated understanding and knowledge of the Red Cross Red Crescent Movement is highly preferred;
• Knowledge of finance, accounting, budgeting, and cost control procedures;
• Demonstrated orientation on results, process, and people;
• Excellent communication skills with strong interpersonal and coaching skills;
• Fluency in written and spoken English;
• Understanding of and commitment to NLRC mission, values and programming approaches.
