Role Purpose:
The cluster approach ensures clear leadership, predictability and accountability in international responses to humanitarian emergencies by clarifying the division of labour among organizations and better defining their roles and responsibilities within the different sectors of the response. It aims to make the international humanitarian community better organised and more accountable and professional, so that it can be a better partner for the affected people, host governments, local authorities, local civil society and resourcing partners.
Conflict and crisis in South Sudan have compounded ongoing vulnerabilities creating a very challenging context for children across the country. Save the Children co-leads the Child Protection sub-cluster with UNICEF. Both the UNICEF Coordinator and Save the Children Co-Coordinator are expected to ensure together the leadership at the national level of the Cluster functions. Based on the IASC Reference module for Cluster coordination at the country level, these functions are related to the strengthening of the coordination mechanism for service deliver; information for strategic decision; planning and strategy development; advocacy; monitoring and reporting; preparedness, contingency planning/preparedness and accountability to affected population.
On behalf of Save the Children, and in support of the Government and all humanitarian actors, the purpose of this post is to provide leadership and facilitate the processes that will ensure a well-coordinated, strategic, adequate, coherent, and effective response by participants in the Child Protection Sub-Cluster.
Contract Duration: 12 months
Location: Juba with substantial field visits
Qualifications and Experience
Essential:
- At least four years of senior-level experience in humanitarian response within the Child Protection in Emergency sector
- At least one year of experience of responding in the first-phase of an emergency
- Master’s Degree in Social Science, Human Rights, related field or an equivalent qualification
- Formal training in Cluster Coordination
- Excellent English communication skills, both verbal and written.
Desirable:
- Experience in South Sudan.
- Experience in Cluster Coordination.
